Qualifications

Education:

One year college with emphasis on accounting or finance.

Skills, Experience:

Demonstrated ability to use standard computer software programs, including Microsoft Word and Excel, and working knowledge of programs for creating and managing HTML pages. Working knowledge of public debt concepts, practices and procedures, along with knowledge of state and local government structure in Texas. Solid interpersonal, analytical, writing, research and communication skills. Self-motivation and ability to perform detailed tasks without error and with minimal supervision.

JOB TITLE: Accounting Technician II

SALARY GROUP: A-13

MINIMUM SALARY: $2,700MONTHLY - $32,400 ANNUALLY

GENERAL DESCRIPTION

Performs technical assistance and administrative support for the local government debt analysis function of the Bond Review Board. This support includes assisting in the development and maintenance of the agency’s internet site. Reviews and analyzes the debt and debt issuance of Texas local governments (school districts, water districts, cities, counties and others).

Updates debt databases using DBC Finance, FileMaker Pro, Excel and related database software programs.

Researches and prepares tables and reports related to the development of the Local Government Debt Report.

Assists in the creation of HTML pages for the BRB internet website and publishes FileMaker Pro database in appropriate form for website.

SPECIFIC DUTIES

Updates individual governmental debt-service schedules using DBC Finance financial software, including new-money issues as well as refunding issues that require removal of refunded debt.

Processes local government debt-service schedules and verifies data, then performs issue-by-issue electronic data transfer to FileMaker Pro databases.

Assists in preparing website updates to local government debt report summaries.

Provides assistance for the reporting of agency performance measures by capturing web logs used to track visitors to the agency’s website.

Maintains filing of issue packets and maintenance of issuer files.

Perform data entry including researching, verifying and correcting information to be entered into the database.

Ability to read and decipher data on source documents to be entered.

Perform and assist with special projects.

Skill in data entry and typing.

Performs related work as assigned.

MINIMUM QUALIFICATIONS

One year college with emphasis on accounting or finance.

Experience and education may be substituted for one another.

Proven ability to organize and manage tasks effectively and efficiently.

Strong communication skills and an ability to work within a team concept.

Ability to use standard computer software programs, including Microsoft Word and Excel.

Self-motivation and ability to perform detailed tasks without error and with minimal supervision.

PREFERRED QUALIFICATIONS

Degree emphasis in accounting and finance analysis.

Knowledge of public debt concepts, practices and procedures, along with knowledge of state and local government structure in Texas.

Prior experience in research and analysis of accounting and financial data.

Experience in the use of computer equipment and software, including Microsoft Word, Microsoft Excel, FileMaker Pro, and DBC Finlite financial software.

Solid interpersonal, analytical, writing and communication skills.

Must be a team player.

Must be multi-task individual.
