What is a Biological Security Grant Competition?

The Biological Security Grant Competition is a competitive grant award of $20,000 to $100,000 USD to support laboratory design, repairs and maintenance of equipment, and upgrades for the physical and procedural security of laboratory, research and diagnostic facilities at academic and industrial institutions in Iraq. Grants are intended for equipment (including installation fees) and any trainings for staff related to equipment usage and maintenance, materials, and supplies that improve biological safety and security.

What do you mean by Biorisk Management, Biosafety and Biosecurity?

Biorisk Management: The process of controlling the risk associated with biological materials in regards to safety and security practices.

Biosafety: Safety with respect to the effects of biological research on humans and the environment or safe handling and containment of infectious microorganisms and hazardous biological materials. (BMBL)

Biosecurity: The protection, control and accountability of valuable biological materials within laboratories, in order to prevent their unauthorized access, loss, theft, misuse, diversion or intentional release. (WHO)

What are the goals of the program?

To provide financial assistance towards laboratory design, repairs and maintenance of equipment, workshops and trainings, and upgrades for the physical and procedural security of laboratory, research and diagnostic facilities at academic and industrial institutions in Iraq. Grants are intended for equipment (and associated installation fees), materials, and supplies that improve biorisk management, biological safety and security.

Application

Where do I apply?

All applicants must submit their applications and supporting documents in English to . A complete application package includes the following files:

a.  Application File;

b.  Budget File;

c.  Institutional Letter of Support (written on institution letterhead, dated, and signed by an individual with signing authority at the institution, including name of the principal investigator and the title of the project);

d.  Partner Institution Letter of Support (signed by supporting organization official in the project) if applicable; and

e.  Curriculum Vitae (CV) Files.

Proposals including honorarium should include the following additional documentation:

f.  Copies of valid passports for those requesting the honorarium. Note that only one Project Manager and one Support Staff honorarium per project is permitted.

Proposals requesting equipment and/or services totaling $3,500 USD each, or $3,500 USD combined from a single vendor, require the following, additional documentation:

g.  Quotes from at least three, different, local and/or international vendors that have a demonstrated ability to ship to/work with (if necessary) your institution in Iraq; and

h.  Brief Justification detailing your vendor(s) selection for the quoted items if your application is approved.

Note that CRDF Global reserves the right to recommend changes to project budgets and timelines.

Are applications only accepted in English?

Yes, applications must be submitted in English. Application assessment, funding determination, and execution of subsequent grants are conducted in English.


Eligibility

What countries are included in this Competition?

Applicants from Iraq only may apply for this competition.

I have received funding for another CRDF Global grant, can I still apply for this grant?

Yes, you may still apply for the Iraq Biological Security Grant if you have already been awarded a grant through a different CRDF Global competition.

May I submit more than one application?

Yes, each individual may submit multiple applications. However, only one application will be awarded per individual.

Multiple applications may be received per institution. Institutions are eligible to receive more than one award.

Selection Criteria

How will my application be evaluated?

The application will be reviewed in three phases:

·  Phase 1: Application Initial review

o  Review for clarity, completeness, and applicability to Program goals.

·  Phase 2: Subject Matter Expert Review Panel

o  A subject matter expert panel will review applications and evaluate each proposal according to the following criteria:

§  Biosecurity/Biosafety Impact

§  Quality and Feasibility of Concept and Project Implementation Plan

§  Sustainability Potential

§  Budget Cost Effectiveness and Adherence to Ceiling

o  Applicants will receive panelist feedback after the competition is completed.

·  Phase 3: Final Selection of Finalists based on Panel Recommendations and funder concurrence.

Implementation of Awards

May I begin work prior to signing an agreement with CRDF Global?

No. Any work you undertake prior to a signed agreement with CRDF Global will not be covered financially.


Can PIs change after a proposal is awarded?

Yes, as long as the institution remains the same.

Can I extend the end date of my grant?

No. Work must be complete within the time period of the grant. Extensions will not be available.
