William V. Luneburgis Professor of Law at the University of Pittsburgh School of Law. His areas of teaching and research interest include Administrative Law, Litigation with the Federal Government, Civil Procedure, and Environmental Law; he has authored a variety of studies, articles and books dealing with various topics in those areas He was the editor-in-chief of the 2d Edition of the ABA’s Lobbying Manual and author of the chapters dealing with the registration and reporting requirements of the Lobbying Disclosure Act. He is currently editor of the upcoming 3d Edition of the Manual.

Thomas D. Morganis Oppenheim Professor of Antitrust & Trade Regulation Law at The George Washington University Law School. He has taught professional responsibility courses for over 25 years and is co-author of the most widely used law school casebook on the subject. He was one of the reporters for the American Law Institute's new Restatement of the Law Governing Lawyers and the American Bar Association's recent amendments to the Model Rules of Professional Conduct.

Mr. Susmanis a partner in the Washington Office of Ropes & Gray LLP, where he conducts a diverse legislative and regulatory practice. Mr. Susman handles legislative matters on behalf of both large and small clients in a variety of areas. He has been active in seeking enactment of legislation, in obtaining appropriations for specific projects, in blocking or amending legislative proposals, and in counseling targets of congressional investigations. Typical projects have involved intellectual property protection, Native American rights and claims, Homeland Security, tax code amendments, regulatory reform, environmental protection, antitrust law reform, government information and privacy, and cameras in the courtroom. Mr. Susman's regulatory practice extends to a wide variety of matters, including government information issues; environmental protection; food and drug issues; critical infrastructure and maritime security; and energy efficiency regulation. He also routinely counsels clients on antitrust and trade regulation matters and represents clients responding to federal and state antitrust investigations.

Before joining Ropes & Gray in 1981, Mr. Susman served on Capitol Hill for over 11 years. He was Chief Counsel to the Senate Subcommittee on Administrative Practice and Procedure and General Counsel to the Antitrust Subcommittee and to the Senate Judiciary Committee. Prior to that he clerked for Judge John Minor Wisdom on the Fifth Circuit U.S. Court of Appeals and was Special Assistant to the Assistant Attorney General in the Office of Legal Counsel, U.S. Department of Justice. He graduated from Yale University and received his J.D. with high honors from the University of Texas Law School, where he was editor-in-chief of the Texas Law Review.

Mr. Susman has served as board member and vice-president of the American League of Lobbyists, chairs its Ethics Committee, and was principal draftsman of the League’s Code of Ethics. He teaches Lobbying and Legislative Practice as an Adjunct Professor at the Washington College of Law of The American University and was a participant in the Woodstock Theological Center’s project on The Ethics of Lobbying. He was general editor of the first edition of the American Bar Association’s Lobbying Manual and was a contributor to the second edition and to Political Activities, Lobbying Laws and Gift Rules Guide. He served on the Board of Governors, is in the House of Delegates of the American Bar Association, is general counsel to the Advisory Council of the U.S. Court of Federal Claims, and is a member of the American Law Institute. Mr. Susman frequently testifies before Congress and lectures in the U.S. and abroad on legislative process, freedom of information, and politics.

David C. Vladeckis the Director of Public Citizen Litigation Group, a nationally-prominent public interest law firm based in Washington, D.C. Mr. Vladeck has been with the Litigation Group for over 20 years, first as a staff lawyer, and, since 1992, as Director. He has handled a broad range of litigation, including First Amendment, health and safety, civil rights, and open government cases. He has argued a number of cases before the United States Supreme Court, and over 40 cases before the federal courts of appeal. He also testifies before Congress and writes on administrative law and First Amendment issues. Mr. Vladeck also serves as an Adjunct Professor of Law at Georgetown University Law Center.
