Subject:Revision OFSECTION IV of the FOTG/eFOTG

This notice releases new Pacific Islands Area (PI) documents for 21 conservation practices. Section IV has also been revised to merge other existing Hawaii and Pacific Basin Section IV contents into a unified Pacific Islands Area Section IV.

Priority has been placed on the development of PI documents for all practices commonly used and for which cost-sharing is offered via Farm Bill Programs in the PI. All practices will have a PI Standard, Specification, and Statement of Work. In addition, non-engineering practices will have a Jobsheet and an Example Jobsheet and engineering practices will have an Operation and Maintenance Plan.

Until such time that new PI documents aredeveloped for all practices, Section IV will include a mix of documents as follows:

  • New Pacific Islands Areapractice documentsto be used in all PI office locations.
  • Existing Hawaiipractice documents which maybe used inall PI locations. Any Hawaii references within the documents apply only in the State of Hawaii.
  • Existing PacificBasinpractice documents which maybe used in all PI locations.
  • Existing Hawaii Non-Practice Statements of Work for conservation planning and cultural resources compliance activities which maybe used in all PI locations.

The electronic FOTG (eFOTG) is the official PI FOTG. Pacific Island Area offices are not required to maintain a physical copy. The PacificBasin and HawaiieFOTG websiteswill continue to be maintainedindividually. Both sites will have the same Section IV contents.

Instructions: Offices electing to maintain a physical copy of the FOTG are responsible for downloading and printing out copies of all current Section IV documents via the eFOTG @:

PI Standard based on revised National Standard which was adopted for PI use with one substantial addition to the Criteria, as follows: Firebreaks should not be installed where slopes exceed 20 percent. The conservation practice Fuel Break (373) shall be considered for installation instead.
Forest Slash Treatment (384) – Standard / New practice added to PI FOTG/eFOTG. PI Standard based on National documents with no substantial changes. This new practice was developed to address proper handling of woody residues created during forestry, agroforestry and horticultural activities.
Forest Stand Improvement (666) – Standard, Jobsheet, and SOW / New PI documents developed. PI Standard based on revised National Standard with no substantial changes. The National Standard was revised by expanding the purpose statements for the practice and the general criteria were clarified and expanded. Several new considerations were also added.
Forest Trails and Landings (655) – Standard and SOW / New PI documents developed. PI Standard based on revised National Standard with no substantial changes. Changes to the National Standard include: The definition was changed to broaden the scope. Trails for recreation and general forest mgt. were added as purposes. Additional criteria and consideration were added to support the changes in definition and purpose.

Fuel Break (383) – Standard, Jobsheet, and SOW / New practice added to PI FOTG/eFOTG. PI Standard based on National Standard with no substantial changes. This new practice was developed to address reducing fuel loads in areas at risk from wildfire.
Hillside Ditch (423) – Standard, Specification, O&M Plan, and SOW / New PI documents developed.
Irrigation System, Surface and Subsurface (443) – Standard, Specification, O&M Plan, and SOW / New practice added to PI FOTG/eFOTG. PI Standard and SOW based on National documents with no substantial changes. New PI Spec and O&M Plan developed.
Irrigation Water Management (449) – Standardand SOW / New PI documents developed. PI Standard based on revised National Standard with no substantial changes. The National Standard was revised to include more substantial criteria associated with irrigator responsibilities.
Mulching (484) – Standard, Specification, Jobsheet,Example Jobsheet, SOW, and Mulch Calculation Worksheet / New PI documents developed. New EXCEL Mulch Calculation Worksheet added to assist with estimating the amount of mulch required.
Residue and Tillage Management, No Till/Strip Till/Direct Seed (329) – Standard and SOW / New PI documents developed. PI Standard based on revised National Standard with no substantial changes. National Standard revised to include the types of equipment & field operations acceptable for this practice.
Residue Management, Seasonal (344) – Standard, Specification, Jobsheet, and SOW / New PI documents developed.
Riparian Forest Buffer (391) – Standard, Specification, Jobsheet, and SOW / New PI documents developed.
Spring Development (574) Standard, Specification, O&M Plan, and SOW / New PI documents developed.
Tree/Shrub Site Preparation (490) – Standard, Specification, Jobsheet, and SOW / New PI documents developed. PI Standard based on revised National Standard with no substantial changes. Title of the National Standard changed from “Forest Site Preparation” to clarify that the practice pertains to the appropriate preparation activities and intensities to establish trees and/or shrubs regardless of the land use or landscape position.
Wetland Restoration (657) – Jobsheet / New PI Jobsheet for practice developed. PI Standard and SOW previously release in Dec. 2006.
Wildlife Watering Facility (648)– Practice cancelled and removed from Section IV. / This practice was cancelled by the National office. Use practice 614, Watering Facility.
