1. Welcome, introductions and approval of previous NFR
The meeting introduced several new people, including Mr Thiam, Ms Engel and Ms Porsti while bidding farewell to Mr Haveaux finishing his work with UNAIDS Tanzania.
Discussion on previous NFR of DPG AIDS
- Mapping of technical support for ATF: Follow up action: UNAIDS to follow up with USAID (Janean Davis)
- PEPFAR Country operational plan (COP) is done annually. This year the Strategic Directors Summary (SDS) will be publicly shared after it is finalized.
- Correction to notes p. 4: Warren was not to share AMREF data on false positives. Follow up action: Warren to follow up with AMREF on the issue
The following topics were added to the Agenda: update on GF; on POART; and on technical working groups.
2. Global Fund update
- GF is having a mission to Tanzania on the week of 7 Sept; the agenda includes a meeting with DPG Health and DPG AIDS on Thu 10 Sept (time TBC) at CDC; Follow up: CDC to follow up the agenda
- New secretariat for TNCM selected; negotiations for signing the contract being done
- There has been discussion on second PR’s overhead costs (Save the Children)
- New MSD director appointed - DPG AIDS and DPG Health discussing to have a joint meeting
3. Update on PEPFAR POART (program oversight accountability response team)
- PEPFAR has initiated a new quarterly data analysis and review process. Once the initial report is ready, PEPFAR will hold an in-person meeting with stakeholders (GoT, DPs, civil society) to get their input to the report prior to phone call with HQ (scheduled around 1 October) and then to give feedback about the call back to stakeholders.
- The analysis is based on PEPFAR data, including basic indicator data (MER), data from rapid assessments done at e.g. community and facility level (SIMS), and financial data (pipeline and outlays data).
4. World AIDS Day in Singida
- Main event on 1 Dec:
§ New president as guest of honor; UN RC has confirmed participation. US Ambassador invited to deliver DPG-AIDS remarks; pending decision.
§ Content: Speeches by UN RC, DPG AIDS, lead agencies ambassadors; information booths…
§ Coordinated by Jumanne Isango, TACAIDS
- Technical meeting prior to WAD
§ Coordinated by Samweli Sumba, TACAIDS; Budget request has been sent to UNAIDS
- WAD theme open.
- UNODC planning WAD related activities to raise awareness on HIV in prisons (both Mainland and Zanzibar)
- Follow up actions:
§ CDC will find out if US ambassador or deputy ambassador will go to Singida
§ UNAIDS will share information on the global theme in mid-September
5. Transition planning for DPG-AIDS leadership and secretariat support
- Current term of the bilateral and multilateral leads of DPG AIDS will expire in July 2016. Bilateral lead has varied while multilateral co-chair has remained as UNAIDS
- ToR of DPG AIDS secretariat needs to be revisited. DPG AIDS had a secretary previously. This position has been covered by CDC staff until now that UNAIDS has new staff to take over the work as the secretariat.
- Follow up actions:
§ DPG AIDS to prepare for nominations of new bilateral lead by July 2016 latest.
§ UNAIDS to liaise with CDC staff on the transfer of secretariat duties.
§ UNAIDS to locate most recent Secretariat ToR to initiate revisions.
§ UNAIDS to locate most recent DPG-AIDS ToR for all members to review.
6. Review of the notes by Dr. Mrisho, TACAIDS
Prevention strategy
- UNAIDS has been requested to fund a consultant to prepare the strategy at TACAIDS; ToR being prepared
- Strategy planned to be made into a national roadmap or operational plan (2 years) with reference to Investment Case; important to ensure that documents talk to each other
- Technical working committee on prevention, USAID and CDC involved in the process; UN agencies invited to join the process
- Follow up action: UNAIDS to talk to USAID (Janean Davis) to synchronize support
Investment Case
- Follow up action: UNAIDS to share a copy of the draft Investment Case once available in mid-September
Mission to Manyara
- TACAIDS focusing on finalizing the draft regional strategy on HIV that will consider identified hotspots
Southern Africa Trade and Transport Facilitation Project (SATTF)
- Follow up action: UNAIDS to discuss the project and its opportunities for collaboration with WB and to suggest WB to 1) coordinate with PEPFAR and CDC, and 2) come and do a short presentation in the next DPG AIDS meeting
SADC Parliamentary Forum
- Important to start planning engagement with parliamentarians post elections, especially parliamentary AIDS committee to brief on HIV/AIDS issues.
- Follow up action: CDC to follow up
Joint Thematic Working Group
- JTWG should meet quarterly; a lot of progress in ensuring the participation of technical working groups
- Next meeting planned for 17 Sept
- Follow up action: CDC to follow up if DPG AIDS is expected to prepare a presentation
Annual HIV Status Report
- Meeting planned in Morogoro at the end of September 2015
- Follow up action: UNAIDS to discuss the details with TACAIDS
7. Update on technical working groups
- This is a regular item on the agenda of DPG AIDS
- Impact mitigation TWG (TACAIDS): meets on the week of 7 Sept 2015
- Care, treatment and support TWG: lot of work done on PMTCT and ART outside the working group
- Adolescent SRH working group (MoHSW/RCH): met last month; assessment on youth friendly services in several regions has been discussed among partners
- Voluntary Medical Male Circumcision (VMMC) TWG (MoHSW/NACP) and Neonatal Child Health (NCH) TWG (MoHSW/RCH) will meet in September to discuss early infant male circumcision (EIMC)
§ Follow up action: UNICEF to reach out to Kokuhumbya J. Kazaura on COP decisions around EIMC
- Social protection and Tanzania Social Action Fund (TASAF)
§ WB is supporting an impact evaluation of TASAF’s PSSN, a national social protection program covering 900 000+ households in extreme poverty (mainland and Zanzibar)
§ UNICEF is supporting an evaluation on the impact of cash transfers on adolescents and youth well-being (which is piggybacking on the same sample of households as a women empowerment’s evaluation conducted by REPOA); these additional evaluations will allow government and other stakeholders to better appreciate the cross-sectoral impacts of social protection
§ TASAF, TACAIDS, development partners including UN joint team on social protection are involved
§ Implementation of the baseline adolescent/youth survey is ongoing
§ Receipt of external support by households is also being measured in the DHS (2015) and the upcoming HIV impact assessment (2016)
§ UNICEF has shared and is willing to share more information
8. Update on All In by UNICEF
- An agenda for action to accelerate HIV results with and for adolescents (age 10-19); Aligned to “Fast Track” and “90/90/90” towards ending the AIDS epidemic
- Intends to strengthen partnership across sectors and foster meaningful involvement of adolescents in all aspects of programming and advocacy for adolescents; and to support countries to improve data collection, analysis and utilization for program planning and M&E
- Current situation: Phase 1: country assessment of national HIV program response for adolescents
§ Tool developed for the assessment
§ 2 TACAIDS focal points (youth and M&E Officers) to engage with a consultant to collect data from different sources to ensure systematic evidence on the current gaps and issues to address
§ Engagement with the high level government officials (e.g. PS level) might need to be postponed post elections
§ Goal to have final report of phase 1 by the end of the year
- Later phases of All In: To analyze bottlenecks and gaps limiting effective coverage of priority HIV program interventions; and to define corrective actions to address bottlenecks, gaps in data and accelerate program coverage, quality and impact
- Adolescent and Young Adult Stakeholders Group (TACAIDS) is a key forum discussing All In and coordination between initiatives including DREAMS and ESA Commitments; UNICEF working to ensure alignment with ACT and DREAMS
- Follow up action: UNICEF to engage with PEPFAR colleagues (SI, ACT and DREAMS) on data synchronization; and to consider using OGAC as a source of data
