A HOUSE RESOLUTION

TO COMMEND DR. CARL RAMSEY FOR HIS TWELVE YEARS OF EXTRAORDINARY SERVICE ON THE CLARENDON COUNTY COUNCIL, THANK HIM FOR HIS DEDICATION TO PUBLIC SERVICE, AND EXTEND TO HIM BEST WISHES IN HIS FUTURE ENDEAVORS.

Whereas, Dr. Carl Ramsey of Clarendon County is a devoted husband, father, educator, and leader. After dedicating the past twelve years to serving on the Clarendon County Council because of his love for the people of Clarendon County and especially the citizens of District Two, he is not seeking reelection; and

Whereas, Dr. Ramsey, who was born “out in the country” between Benton and Bauxite, Arkansas, graduated from Ouachita Baptist University in 1951, and then served his country in Korea; and

Whereas, he received a master’s degree in 1954 from Peabody College in Nashville, Tennessee, and an Educational Specialist degree in 1972 from Western Carolina University; and

Whereas, Dr. Ramsey came to Manning, South Carolina, in 1972 to serve as Superintendent of School District Two, where he served with distinction as Superintendent for an unprecedented sixteen years; and

Whereas, he earned his doctorate degree from the University of South Carolina in 1978, retired from the school system in 1988, and was elected to the Clarendon County Council four years later; and

Whereas, Dr. Ramsey is described as an effective and efficient leader on the Clarendon County Council, a real asset to government, and a conscientious and outstanding Council member; and

Whereas, he is viewed as a voice of calm and reason, a peacemaker, and a great statesman for the people of Clarendon County; and

Whereas, Dr. Ramsey is a man of great honor who has compassion for people and listens to his constituents. He is a man of great faith, founded in Christian principles, and his level of integrity and fairmindedness is highly respected among both Council members and citizens alike; and

Whereas, the retirement of Dr. Ramsey leaves a void that is not easily filled on the Clarendon County Council and he will be greatly missed by the constituents of District Two as well as by the Council members. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend Dr. Carl Ramsey for his twelve years of extraordinary service on the Clarendon County Council, thank him for his dedication to public service, and extend to him best wishes in his future endeavors.

Be it further resolved that a copy of this resolution be presented to Dr. Carl Ramsey.
