Practicum/Referee/Scorekeeper Guidelines

Practicum- candidates are evaluated on-court during a tournament to demonstrate what they have learned during a sanctioned tournament. This is the final step of certification.

Completion of the on-line curricula is good. However, that is only part of the certification requirements for Aloha Region.

Please note the Officiating Requirements in the Championship Manual, and also published on the AH Junior website, There are specific requirements for teams 14 and under

A junior player may be permitted to function as the second referee (only for 14 & under age divisions) if the player can provide proof of referee certification orif the certification is verified by their Regional Volleyball Association (RVA) Commissioner.

Non-rostered personnel may be allowed to work on the officiating team provided they can provide documentation that they are registered with a region of USAV and have the appropriate certifications. For planning purposes, be prepared to provide the following officials:

  • Second referee: a certified adult or player who is a current USA Volleyball member
  • Certified scorer
  • Assistant scorer (Libero tracker)
  • Scoreboard operator
  • 2 line judges

NOTE: A rostered adult must be present at the score table during his/her team’s officiating assignment. If an adult is serving at the second referee, the score table requirement is considered fulfilled.

NOTE: A scorer clinic will be held the day before the start of each competition session. If you do not have a player or adult on your roster who is a certified scorer, someone from the roster must attend the scorer’s clinic. If a scorer at the BJNC is ruled UNACCEPTABLE by the head referee or head scorer, the team penalties are as follows:

  1. First offense is a 5-point penalty in the first set of the next match
  2. Second offense is a loss of the first set in the next match OR the team can pay a penalty equivalent to cover the match fees for supplying a certified scorer for all of the teams’ remaining matches in the round. In addition, a minimum of 2 players must attend thescorers clinic, paying a total clinician's fee of $50. Participation in the scorer's clinic must be completed prior to the beginning of the team’s next round of play. All fees must be paid prior to the start of the team’s next match.
  3. Third offense is loss of the next match. A team’s failure to have a complete officiating crew—including a rostered adult for that team—available and on time for an officiating assignment could result in the team having to forfeit the first set of its next match.

JUNIOR SCORER GUIDELINES - NATIONAL

-Minimum Standards for Junior Scorers at National Events

-No use of electronic devices during the match

-No food or drink on the scoring table

DEMONSTRATES PROFICIENCY IN THE FOLLOWING:

Correctly records:

Results of coin toss,

Starting line ups

Confirms the correct server

Slashes running score column points

Enters exit scores

Substitutions

-Slashes player number exiting set and enters player number entering set

-Slashes the total team sub count.

-Records time outs

-At the end of the set:

Enters and circles final exit scores.

Correctly enters winning and losing teams and scores in results section.

JUNIOR SECOND REFEREE

MINIMUM STANDARDS FOR JUNIOR SECOND REFEREES AT NATIONAL EVENTS

No use of electronic devices during the match.

No food or drink ON THE SCORING TABLE.

DEMONSTRATES PROFICIENCY IN THE FOLLOWING:

-Brings own whistle

-Whistle – loud, crisp, timely

-Correctly checks line ups prior to each set.

-Observes receiving team during service action.

-Transitions to blocking side of net during rallies when possible.

-Repeats first referee’s signals, uses proper signals and sequence for R2 calls

-Maintains focus at net during net play. (Does not follow ball.)

-Identifies center line, net faults and touches above the net.

-Follows substitution procedures and communicates sub info with scorer

-Administers time-outs

-Assists with communication amongst officiating crew.

ALOHA REGION -- JUNIOR REFEREE/SCORER CERTIFICATION

Junior teams traveling to off-island tournaments, i.e., USAV Qualifiers, Volleyball Festival, Junior National Championships, AAU Championships, etc. are required to have at least one certified second referee and two certified scorekeepers. The certified official could be a player, coach, or parent and must be a registered member of the RVA and USA Volleyball.

  1. Be a current USA Volleyball registered member in good standing with the Aloha Region.
  2. Attend the current year's Accreditation clinic
  3. Complete the required curricula through USAV Webpoint and Official Training & Education System
  4. Demonstrate the ability and desire to officiate satisfactorily as a referee/scorer during subsequent practical evaluations. a. The Officials’ Chair or designee will observe all candidates during and after the officials’ clinic. b. Each referee candidate must receive at least two favorable ratings by the Officials’ Chair or designee in a minimum of two matches as a second referee.
  5. Certification as a Junior Referee/Scorer is valid for a period of one year

Since 2014, the AH Region has been using USAV’s Volleyball Academy to facilitate the training for all junior referees and scorers. Clinics have been developed for both new and recertifying referees and scorers. More importantly is the integration between USA Volleyball’s Learning Management System (USA Volleyball Academy) and USAV’s membership database (Webpoint).

New for the 2015-16 season is a single sign-on for USAV Academy from USAV Webpoint.

It is important that you read this carefully to assist you in achieving that integration. If you follow the new process to access the clinics and training materials – a new process for all – you will find it easier to ensure that you get the correct materials to begin your training.

To become certified/re-certified as a Junior Referee/Scorer, there are four corecomponents that have to occur every year – membership, clinic,exam, and practical. The candidate must:

ALOHA REGION -- JUNIOR REFEREE/SCORE CERTIFICATION

IMPORTANT: -- If you would like to be certified as a Scorer and Referee you will need to complete both courses.

  1. Select the appropriate clinic(s). Click on “Register” and complete the required information and Submit
  2. You should then be able to click on the button that will take you directly to USAV Academy. Once there, the course curricula should be populated.
  3. Scorer candidates - Be sure to print a blank score sheet to use during the clinic!!!
  4. Take all modules and quizzes (you can do them all at once, or do one and come back at a later time to complete the rest).
  5. A 50-question exam may/may not be part of the course materials. You may take it open book if you like. Passing is 90%. Please review the rule references for the questions you missed. Take the exam until you have achieved a passing score.
  6. Once you have completed the entire curricula you will receive your CERTIFICATE OF COMPLETION, You will need to contact Wayne Lee () to arrange for your practical evaluation.
  7. Once the evaluation is completed, the referee/scorer status will be updated to “Current”.
