Antitrust Admonition
Ms. Stephenson directed attention to the displayed Antitrust Admonition, and noted that the Antitrust Guidelines are available for review on ercot.com.
Approval of TAC Meeting Minutes (see Key Documents)[1]
February 26, 2015
Randy Jones moved to approve the February 26, 2015 TAC meeting minutes as submitted. Thresa Allen seconded the motion. The motion carried unanimously.
Protocol Revision Subcommittee (PRS) Report (see Key Documents)
John Varnell presented Revision Requests for TAC consideration.
Nodal Protocol Revision Request (NPRR) 670, Clarification of Portfolio Weighted Auction Clearing Price (PWACP)
NPRR671, Incorporation of DAM Credit Parameters into Protocols
NPRR673, Correction to Estimated Aggregate Liability (EAL) for a QSE that Represents Neither Load nor Generation
NPRR678, Posting of Wind Peak Average Capacity Percentage Data
Amanda Frazier moved to recommend approval of NPRR670, NPRR671, NPRR673, and NPRR678 as recommended by PRS in the respective 3/12/15 PRS Reports. Mr. R. Jones seconded the motion. The motion carried unanimously.
NPRR672, Clarification of EMR Status
Market Participants debated whether or not revisions proposed by NPRR672 clarify when EMR status may be used. Participants also discussed changing the effective date from 5/1/15 to 6/1/15 to more accurately reflect the planning needs at the end of a seasonal mothball period.
Richard Ross moved to recommend approval of NPRR672 as recommended by PRS in the 3/12/15 PRS Report, with an effective date of June 1, 2015. Mr. R. Jones seconded the motion. The motion carried with two abstentions from the Independent Retail Electric Provider (IREP) (Direct Energy) and Investor Owned Utility (IOU) (Luminant) Market Segments.
2015 PRS Goals
Mr. Varnell presented the 2015 PRS Goals.
Ms. Frazier moved to approve the 2015 PRS Goals as submitted. Mr. R. Jones seconded the motion. The motion carried unanimously.
Revision to 2015 Market System Enhancements Scope
Ms. Stephenson noted revisions to the 2015 Market System Enhancements scope; that Phase 2 of NPRR568, Real-Time Reserve Price Adder Based on ORDC, and NPRR644, Operating Reserve Demand Curve Phase 2 Revisions would be delayed to Phase 2; and that WMS would continue to assess the OFF10/OFF30 piece. TAC took no action on this item.
Annual Review of Other Binding Document List
Ms. Frazier noted that ERCOT Staff continues an internal review of Other Binding Documents that may be moved into the Protocols and Guides.
Ms. Frazier moved to approve the current list of Other Binding Documents. Kenan Ögelman seconded the motion. The motion carried unanimously.
Revision Requests Previously Tabled by TAC (See Key Documents)
NPRR642, Constraint Management During Energy Emergency Alerts
Ms. Frazier moved to recommend approval of NPRR642 as recommended by PRS in the 12/11/14 PRS Report. Mr. Ross seconded the motion. The motion carried unanimously.
NPRR668, Updates to Texas SET Implementation Guide Process
TAC took no action on this item.
Load Profiling Guide Revision Request (LPGRR) 054, Alignment with NPRR661, Discontinue Posting Profile Data Evaluation Report
Ms. Frazier moved to approve LPGRR054 as recommended by the Commercial Operations Subcommittee (COPS) in the 2/11/15 COPS Report. Mr. Ross seconded the motion. The motion carried unanimously.
Reliability and Operations Subcommittee (ROS) Report (see Key Documents)
Dan Woodfin reviewed recent ROS activities. Market Participants encouraged attendance at Outage Coordination Improvements Task Force (OCITF) and Planning Working Group (PLWG) meetings.
Energy Emergency Alert (EEA) Language
Mr. Woodfin reported ROS’ request that PRS work with ERCOT Market Rules to develop language to ensure version consistency when redundant language exists in the Protocols and Guides.
2015 ROS Goals
Mr. R. Jones moved to approve the 2015 ROS Goals. Valentine Emesih seconded the motion. The motion carried unanimously.
Nodal Operating Guide Revision Request (NOGRR) 135, Constraint Management During Energy Emergency Alert
NOGRR138, Delete Grey Box for Reporting of Back-up Control Plan Submittal
Ms. Frazier moved to table NOGRR135 and NOGRR138. Mr. R. Jones seconded the motion. The motion carried unanimously.
NOGRR139, Under/Over-Frequency Relaying Requirements
Planning Guide Revision Request (PGRR) 041, Revise and Add Requirements for NERC TPL-001-4 Standard
Ms. Frazier moved to approve NOGRR139 as recommended by ROS in the 3/12/15 ROS Report, and to recommend approval of PGRR041 as recommended by ROS in the 3/12/15 ROS Report. Mr. R. Jones seconded the motion. The motion carried unanimously.
Wholesale Market Subcommittee (WMS) Report (see Key Documents)
Seth Cochran reviewed recent WMS activities.
2015 WMS Goals
Ms. Frazier moved to approve the 2015 WMS Goals as submitted. Mr. R. Jones seconded the motion. The motion carried unanimously.
Change to Congestion Revenue Right (CRR) Account Holder Transaction Limits for CRR Auctions
David Maggio presented a proposed change to the CRR Account Holder transaction limits. Ms. Frazier opined that the change would expand liquidity in the ERCOT market.
Ms. Frazier moved to waive notice to consider the proposed change, and to approve the CRR Account Holder transaction limit as recommended by ERCOT:
· 4,000 for the Long-Term Auction Sequence
· 10,000 for the Monthly Auctions
Mr. Cochran seconded the motion. The motion carried unanimously.
Verifiable Cost Manual Revision Request (VCMRR) 006, Fuel Adder Timeline Update
Mr. Ögelman moved to approve VCMRR006 as recommended by WMS in the 3/4/15 WMS Report and as amended by the 3/9/15 ERCOT comments. Ms. Frazier seconded the motion. The motion carried unanimously.
Discussion Related to NPRR638, Revisions to Certain Price Components of EAL
Mr. Cochran presented outstanding considerations related to NPRR638; Ms. Stephenson noted her intent to relay the information to the ERCOT Board at the April 14, 2015 meeting. Market Participants discussed that ERCOT needs tools to manage identified risks regarding credit; the potential for disruptions to the market should those tools be too broad; the need for stakeholders to have a voice as to how and when credit tools are applied or altered; and that interested parties continue to work together for a solution. TAC took no action on this item.
NPRR664, Fuel Index Price for Resource Definition and Real-Time Make-Whole Payments for Exceptional Fuel Cost Events
Ms. Stephenson requested an update at the May 28, 2015 TAC meeting as to WMS discussions to either extend the manual implementation of NPRR664, or seek an automated solution. Ms. Stephenson encouraged participation at the Resource Cost Working Group (RCWG) as NPRR664 may be particularly applicable to the hurricane season, in addition to winter events.
Mr. Cochran suggested removing from the WMS assignment list to improvement of an operational checklist for Resource interconnection, as ERCOT had posted an updated version of the Resource Interconnection Handbook, and further revisions will be discussed at WMS and noticed to the market prior to implementation. There were no objections to removing the item.
Retail Market Subcommittee (RMS) Report (see Key Documents)
Kathy Scott reviewed recent RMS activities and reported on the March 21, 2015 Smart Meter Texas unplanned Outage.
2015 RMS Goals
Mr. Ross moved to approve the 2015 RMS Goals as submitted. Eric Goff seconded them motion. The motion carried unanimously.
Retail Market Guide Revision Request (RMGRR) 126, Additional ERCOT Validations for Customer Billing Contact Information File
Mr. R. Jones moved to recommend approval of RMGRR126 as recommended by RMS in the 3/3/15 RMS Report. Mr. Emesih seconded the motion. Ms. Stephenson noted that RMGRR126 would be considered at the ERCOT Board, as it requires a project for implementation. The motion carried unanimously.
RMGRR128, Reinstate Critical Care Status After Resolution of an Inadvertent Gain
Mr. R. Jones moved to approve RMGRR128 as recommended by RMS in the 3/3/15 RMS Report. Mark Soutter seconded the motion. The motion carried unanimously.
COPS Report (see Key Documents)
Michelle Trenary reviewed recent COPS activities and presented 2015 COPS Goals for TAC consideration.

Mr. R. Jones moved to approve the 2015 COPS Goals as submitted. Phillip Boyd seconded the motion. The motion carried unanimously
Ancillary Service Redesign Update (see Key Documents)
Kenneth Ragsdale reported that another workshop regarding NPRR667, Ancillary Service Redesign is scheduled for April 20, 2015 at ERCOT Austin. Ms. Stephenson encouraged Market Participants to prepare for a vote regarding procurement and pricing options at the next TAC meeting.
ERCOT Operations, Planning, and IT Report (see Key Documents)
Annual Emergency Response Service (ERS) Report to TAC
Mark Patterson provided the 2014 Annual Report on ERS.
LCRA TSC and CPS Energy Transmission System Additions RPG Project
Jeff Billo presented the ERCOT Independent Review of the LCRA TSC and CPS Energy Transmission System Addition Regional Planning Group (RPG) Project, and the ERCOT recommendation. Adrian Pieniazek thanked ERCOT, LCRA, and CPS Energy staffs for their effort in reviewing the project, as well as other Market Participants for their input, and encouraged TAC to give careful review of transmission projects that come before it.
Adrian Pieniazek moved to endorse Option A of the ERCOT Independent Review of the LCRA TSC and CPS Energy Transmission System Addition RPG Project. Clayton Greer seconded the motion. The motion carried unanimously.
2015 Seasonal Adjustment Factor
Mark Ruane presented the proposed calculation for the 2015 Seasonal Adjustment Factor. Market Participants expressed support for the proposed calculation.
Other Business
Mr. Ross proposed use of a consent agenda format for TAC meetings. Ms. Stephenson offered that a process similar to the one used by the ERCOT Board might be suitable, and that the issue would be given consideration.
Ms. Stephenson requested that WMS develop language for uniform market notice of units moving from mothball status to retirement.
