Durham Darlington and Tees Screening and Immunisation Oversight Group

(SIOG)

Terms of Reference

1.Overall Purpose

The overall purpose of this group is two-fold:

  • To provide a multi-agency partnership forum for strategic oversight, leadership and governance to ensure effective delivery of high quality screening and immunisation programmes for the population of Durham, Darlington and Tees.
  • To provide a local mechanism that enable Local Authority Directors of Public Health to scrutinise and challenge the effectiveness and outcomes of local screening and immunisation programmes.

2.Objectives

SIOG will deliver on the above aims by considering and seeking assurance on local arrangements of NHS England, Public Health England and provider organisations to:

  • Meet nationally described quality standards and programme outcomes.
  • Improve screening and immunisation uptake and reducing inequalities.
  • Roll out new programmes and initiatives.
  • Set up initiatives to improve quality.
  • Collect and analyse data to enable performance management.
  • Review and respond to Quality Assurance reports.
  • Interface with diagnostic and treatment services (end to end pathway management)
  • Deal with service failures, outbreaks and serious incidents.

3.Accountability

To NHS England Area Team through the Director of Commissioning, and through members to their respective organisations.

5.Business Conduct

Frequency of Meetings

Meetings will be held quarterly and more frequently if deemed necessary by the group.

Quoracy

In the absence of the nominated lead members are asked to provide a deputy to ensure quoracy of the meeting

Attendance by Invitation

The programme board will co-opt individuals to attend the meeting if required to contribute to the business agenda

Members feedback

It is expected that all members will feedback to their organisations and professional networks

6.Review Date

These terms will be reviewed on an annual basis
