GilmoreCity Council Meeting

The Gilmore City Council met in regular session on April 14, 2014 at the Gilmore City Hall. Mayor Dennis Millercalled the meeting to order at 6:30pm. Council members present were: Johnson, Dickey, Davis, Smith, Hoover.

Dickeymoved, seconded by Johnson, to approve the consent agenda as follows:

  • Approval of the Agenda
  • Minutes of the March 10th,2014 Council Meeting
  • Claims for MarchandAprilbillsto be allowed for April 2014 payment. Excluding the payment for Menards.
  • Monthly Clerk’s Report

Hoover moved to close regular session and open Public Hearing, seconded by Smith.

Sanitary Sewer Collection Improvements

Required Public hearing Report to the City Council

Project administrator, Kathy Showalter, PlanScape Partners, gave the following report with additional comments made by Nick Frederiksen who represents I&S Group, the project engineers. There were no comments from members of the public in attendance.

The sewer rehabilitation project officially started 1/6/14 with a preconstruction meeting among Visu-Sewer and city officials. Work began in town on 2/25/14. It is proceeding with workers on site every week. I&S Group is pleased with the work and level of reporting and communication between their firm and Visu-Sewer. The mayor also commented that citizens are pleased with Visu Sewer.

These accomplishments have been completed to date: Pipe lining preparation (cleaning and televising) is 70% complete. 10,000 feet of sewer main lining along with reconnecting services and cutting the taps is done resulting in 50% of the lining work completed.

The remaining work is to finish the rest of the pipe lining. Service lateral sealing is scheduled to begin the week of 4/21/14 and last approximately 5 weeks. Visu-Sewer will wait to install manhole risers and manhole rehabilitation will be moved to the Fall at the request of the Iowa DOT Highway 3 overlay project. Visu-Sewer does not want to mobilize twice. Once lining is done, they will leave and return to complete the rest of the work at a later date. I&S discussed a contract change order.

There have been expenditures for administration. Claims totaling $9,936 or 66% of the administration budget have been paid by IEDA. The city has not received any construction invoices from Visu-Sewer

There have been changes made to the contract budget but not to the activity schedule. IEDA Contract 13-WS-010 has been amended twice for budget changes. Amendment #1 expanded the scope of the project to include the entire town. It was requested 11/08/2013. Amendment #2 was a change in the budget to removed engineering costs, incurred before contract was approved. It was approved 4/5/14. The work will not be completed by the expected date of 6/1/14. There will be a change order to the contract between the city and Visu-Sewer but that will not require an IEDA amendment since the IEDA contract end date is July 31, 2016.

Dickey moved to close Public Hearing and reopen regular session, seconded by Davis.

Scott Lerdal, Town & Country Ins, presented the council with the annual insurance renewal policy. There will be an overall increase in premium of 9%. Johnson motioned to approve the renewal, seconded by Hoover.

Johnson motioned to approve building permit #550 for a prebuilt storage shed at 203 SE F Ave. Hoover seconded.

Johnson gave the council an update on Humboldt County’s decision to close the County Shed in Gilmore City.

Hoover read the Keep Iowa Beautiful Proclamation. Johnson motioned to approve the proclamation, seconded by Smith.

Dickey motioned, seconded by Davis to prepay the cost of 10 gallons of Diamond Vogal paint to be used on the exterior of the Café. The Hometown Pride Committee was awarded a grant through Paint Iowa Beautiful for reimbursement of the 10 gallons of paint.

Margo Underwood, Keep Iowa Beautiful/Hometown Pride, gave a presentation regarding the program. Margo gave a brief overview of what has taken place throughout the program thus far and also future plans and projects related to the program. The City will be paying $720.00 over the next 3 years for their portion of benefits provided by the program. First payment will be made after July 1, 2014.

The Gilmore City Garden Club addressed the council regarding the upcoming summer season and the flower pots they sponsor on the corners of the main street. Pots will be added along the Highway 3 corridor and watering will be an issue this year. The city offered the use of the large poly tank purchased solely for the purpose of assisting the Garden Club with watering. The Garden Club will be allowed to fill the tank at the City’s Maintenance shop also.

DISCUSSION ITEMS

City Clerk gave an update on the Employee Handbook revision project.

COMMUNICATIONS

Public Works gave a brief overview on water leaks that they have been in the process of working on.

Fire Dept reported that the Omelet Brunch held the April 13th was successful. Over 250 people were served. The money donated would possibly be used to purchase a new cot for the Ambulance.

Hoover made the motion to adjourn at 7:32pm and to schedule the next meeting for May 12, 2014 at 6:30 pm at City Hall. Johnson seconded.
