An Individualized Education Plan (IEP) team has determined that this teacher’s classroom program meets the district’s offer of a free appropriate public education (FAPE). As of the December 1 special education pupil count, the above named teacher had students with the following disabilities enrolled in his/her class:

Deaf-Blindness (DB) / Other Health Impairment (OHI)
Emotional Disturbance (ED) / Specific Learning Disability (SLD)

In accordance with Title V, California Code of Regulations, Section 80046.5 and the California Commission on Teacher Credentials (CTC), Administrator’s Assignment Manual (Section F-1):

An IEP team may determine that, based on assessments and the goals in the IEP, an alternate placement may be appropriate. It is the employing agency’s responsibility to determine how the special education services will be delivered The IEP determines the student’s needs and the rationale for the particular placement of the student. Various alternative placements are sometimes required to the extent necessary to implement the IEP for each child with a disability.

A review of this teacher’s credential(s) and special authorizations indicates he/she does not hold a specialized CTC Authorization to teach students with the above checked disability area(s). However, this should not be considered a credential misassignment given that an IEP team has determined that this special education program is the appropriate setting for the students to receive educational benefit.
