Industry Standards Committee

APPA is reconvening the Industry Standards Committee (ISC), which is responsible for tracking and responding to proposals that will change industry standards that will affect electric utility plant design, system maintenance, and operations.

The standard of primary concern to this committee is the National Electrical Safety Code (NESC). The pre-print for the 2017 NESC will be released on September 1, 2014, and will be open for comments until May 1, 2015. The committee will review the pre-print of the 2017 NESC to establish positions on code change proposals that are consistent with the interests of APPA member systems. At this time, APPA is soliciting nominations for this “committee of the willing.” The ISC will meet several times via web conference to discuss goals and procedures, conduct one in-person meeting in the January-February 2015 timeframe, and reconvene for one additional conference call to confirm all recommendations. Participants should expect to be engaged with the ISC from September 2014 until May 2015.

Committee members should include individuals that understand the National Electrical Safety Code and safety culture at public power utilities. The NESC covers many disciplines associated with electrical work. As such, there are several different subcommittees tasked with reviewing the change proposals that are received for each section. There were over 700 change proposals submitted for the 2017 NESC; the breakdown by subcommittee topic area is as follows:

·  SC 1– Scope, Purpose, Definitions: 75 CPs

·  SC 2 – Grounding Methods: 39 CPs

·  SC 3 – Electric Supply Stations: 45 CPs

·  SC 4 – Overhead Lines-Clearances: 300 CPs

·  SC 5 – Overhead Lines-Strength & Loading: 175 CPs

·  SC 7 – Underground Lines: 68 CPs

·  SC 8 – Work Rules: 74 CPs

Based on the diversity of change proposals received, it is of the utmost importance that public power utilities assemble a group of representatives that are knowledgeable across all aspects of electric utility work. It is often in the design phase of a project that the protection, safety, and welfare of the public is initiated; as such, APPA would like to assemble a group of engineers and technical experts to work together to ensure that the interests of public power communities are represented.
