Malik Cader is the former Director General of the Securities and Exchange Commission of Sri Lanka.

He has served the Securities and Exchange Commission of Sri Lanka for over 13 years. Immediately prior to his appointment as the Director General of the Securities and Exchange Commission of Sri Lanka he was the Officer-in-Charge and Deputy Director General of the SEC. He has also held the posts of Director Legal and Enforcement, Director External Relations and Market Development and Senior Manager Training and Market Development of the SEC. NaomalGoonewardenais the founder partner at Nithya PartnersCommittee meetings etc. He is specializes in financial law related activities within the Firm such as banking, debt syndications, securitizations, taxation, derivatives, restructuring and foreign direct investment.

Naomal is an Attorney at Law, an Associate Member of the Institute of Chartered Accountants of Sri Lanka (ACA), an Associate Member of the Chartered Institute of Management Accountants, UK (ACMA), a Chartered Financial Analyst, USA (CFA) and has a Masters in Business Administration from the University of Sri Jayewardenepura (MBA) in addition to his legal qualifications.

Prior to becoming a founder partner of the Firm in 1997, Naomal was a State Counsel in the Attorney General's Department (1987-1991), Corporate Lawyer at the DFCC Bank (1991-1993) and the Senior Tax Manager at M/s Ernst & Young, Chartered Accountants (1993-1996). Whilst at the Attorney General's Department, Naomal gained substantial experience in advising and appearing in court for governmental institutions in civil law and commercial law related issues. He also gained significant experience in both compliance and advisory aspects of taxation, relating to both local and multinational clients, whilst working for Ernst & Young.

Naomal was a Legal Advisor to the Board of Review of the Inland Revenue Department of Sri Lanka from 1998 to 2002. He was also appointed by the Monetary Board of the Central Bank as a Director of Seylan Bank, in which post he functioned from January 2009 until November 2009 when it was rehabilitated. Naomal currently functions as a member of the Accounting and Auditing Standards Monitoring Board, as member of the Taxation Committee of the Ceylon Chamber of Commerce and as a member of the Financial Systems Stability Committee of the Central Bank of Sri Lanka.
