1. CALL TO ORDER AND PLEDGE:

At 3:02pm Chair Bruce Wiseman called the Port of Ridgefield Commission meeting to order and led the Pledge of Allegiance.

2. APPROVAL OF THE MINUTES AND ADDITIONS TO THE AGENDA:

September 13, 2017 Minutes: Commissioner Joe Melroy made a motion to approve the meeting minutes as presented. Commissioner Scott Hughes seconded the motion. The motion was carried.

September 26, 2017 Special Minutes: Commissioner Joe Melroy made a motion to approve the meeting minutes as presented. Commissioner Scott Hughes seconded the motion. The motion was carried.

3. CALENDAR:

Gee Creek Plateau Subarea Trail Master Plan Open House: The open house is today at 6:00pm at the Ridgefield Community Center.

Ridgefield 18th Annual Birdfest & Bluegrass Celebration: The Celebration is October 7 – 9.

Department of Ecology Open House: The Open House and Ribbon Cutting Event is Thursday, October 12 at 11:30am at the Vancouver Office located at 12121 NE 99th Street Suite 2100 (Building 21).

PNWA 2017 Annual Convention: The convention is October 17 – 18 and will be held at the Portland Embassy Suites Hotel. Commissioner Hughes will attend.

CREDC Fall Luncheon: The luncheon is October 19 at 11:30am and will be held at the Heathman Lodge. Commissioners Melroy and Hughes and Brent Grening will attend.

WPPA Small Ports Seminar: The seminar is Thursday – Friday, October 26 – 27 and will be held at the Enzian Inn in Leavenworth. Commissioners Melroy and Hughes will attend.

4. PUBLIC COMMENT

5. FINANCE:

Jeanette Ludka stated the following reports are in the Commissioner’s dropbox: August 2017 Budget vs Actual and August 2017 Dashboard.

Cash Graph: The weekly cash graph report is in the Commissioner’s dropbox.

6. REPORTS AND BUSINESS:

Executive

Introduction Port Intern: Brent Grening introduced and welcomed Ethan Perry as the Port’s Intern. Ethan is a senior at WSUV and will be working in a 12-week internship at the Port. He will assist the Port with social media strategies and provide a report of his findings and recommendations to the Commission.

Operations

Washington State Department of Fish Wildlife Project: Laurie Olin stated that the WDFW project is completed; However, the contractor is waiting to receive the retainage amount. Laurie stated the retainage amount is delayed until the landscaping is completed. The contractor is waiting to receive $270,000 (full retainage amount) from the Port.

Laurie seeks a motion from the Commission to release the retainage amount upon receipt of a retainage bond.

Commissioner Melroy made a motion to allow the Port to release the contractor’s retainage. Commissioner Hughes seconded the motion. The motion was carried.

Ridgefield Railroad Overpass Project: Laurie stated a meeting is scheduled with WSDOT for next Tuesday to discuss the new updates for the project.

Neighborhood Cleanup Project: Laurie stated Phase 1 of the project is completed. On Phase 2, the dioxin sampling that was done on the eastside of Main Street reported 8 yards for cleanup, provided funding is available from the Department of Ecology. The Port will wait for updates from the Department of Ecology to move forward with cleanup.

Innovation:

Nelson Holmberg stated the research findings from the joint meeting in Spokane with the Commissioners from Ports of Ridgefield, Skagit and Whitman County was a productive discussion. The meeting provided clear direction for the Port’s broadband project.

7. PUBLIC AGENCY COMMENT:

Mayor Ron Onslow stated construction has started at the 35th and Pioneer Street Roundabout. He reported there are several building projects that have started in Ridgefield, however, there is a shortage of land available; there are only 20 residential lots now available in Ridgefield.

Councilwoman Sandra Day and Councilman Lee Wells attended a pre-application conference for Lot 24 at Union Ridge, there will be two buildings built side by side on this property.

There is excavation starting for the 120,000-sq. ft. building on the property east of the Washington Department of Fish and Wildlife.

Councilwoman Day provided an update on the City’s sign ordinance.

Mayor Onslow also stated that new construction is in progress at Abrams Park for a new trail.

The meeting adjourned at 3:34pm with no further comments or business. The next regular Commission meeting is scheduled for Wednesday, October 11, 2017 at 3:00pm. The meeting will be held at the Port of Ridgefield offices in the downstairs conference room located at 111 West Division Street in Ridgefield.
