SOLID WASTE TRANSPORTATION
The Town of Vassalboro is requesting bids for the following services:
- Transporting Municipal Solid Waste (MSW) from our Transfer Station on the Lombard Dam Road in North Vassalboro to the Penobscot Energy Recovery Company (PERC) facility in Orrington.
- Transporting Municipal Bulky Waste from our Transfer Station to the Waste Management, Inc. Crossroads Landfill in Norridgewock, ME.
- Transporting Recyclable Materials to the Town of China Transfer Station in China, ME
The current five-year hauling contract expires Monday, January 13, 2014. This proposed new contract will begin effective Tuesday, January 14, 2014 for a one year term. The Town reserves a right to negotiate a one or more year contract extension with the successful contractor without re-bidding the work. Bidders are welcome to submit proposals for multi-year contracts, but there is no obligation to do so, and no obligation on the Selectmen’s behalf to accept more than a one year contract proposal. The end-destination of recyclable products is subject to change throughout the contract period depending on the recyclable market. The Town reserves a right to negotiate with the successful contractor a new hauling price for the recyclable products as those changes occur, if ever.
Scope of the Work:
MSW - The Town of Vassalboro is presently operating a Solid Waste Transfer Station. Our MSW is compacted into roll-off containers. In 2012, the town delivered 1,407 tons of MSW to PERC by this method. This requires 2-4 trips per week depending on the time of the year. The Town owns one 50 cubic yard roll-off Compactor container, One 40 yard open top roll-off container for overflow disposal of the MSW
The successful bidder will be expected to perform the following as part of the service:
a) Pick up our 40 or 50 yd. roll-off containers upon notification by the Transfer Station Manager with notice.
b) Placement of spare container in Transfer Station compaction area, if needed.
c) Delivery of MSW to PERC.
d) Return and drop-off of empty roll-off container to the Vassalboro Transfer Station or provide a swap-out container.
Award of the bid will be based on the following criteria:
- Total cost of round trip
- Response time upon notification of pickup.
- Proper registration for solid waste transport with DEP.
- Ability to provide proof of worker’s compensation and liability insurance (min $400,000/$800,000 naming the town as additional named insured) upon receipt of bid award and maintain coverage throughout the length of the contract.
BULKY WASTE – The Town owns a 50 cubic yard open top roll-off container and generated 157 tons of bulky waste in 2012, or approximately 20-25 loads each year. This requires 1-3 round trips per month, depending on the time of year.
The successful bidder will be expected to perform the following as part of the service:
a) Pick-up of 50 cubic yard roll-off container upon notification by the Transfer Station Manager and return it the same day.
b) Delivery of Bulky Waste to the Waste Management, Inc. Crossroads Facility in Norridgewock.
c) Return and drop-off of empty roll-off container to the Vassalboro Transfer Station or provide a swap-out container.
Award of the bid will be based on the following criteria:
1. Total cost of round trip
2. Response time upon notification of pickup.
3. Proper registration for solid waste transport with DEP.
4. Ability to provide proof of worker’s compensation and liability insurance (min $400,000/$800,000 naming the town as additional named insured) upon receipt of bid award and maintain coverage throughout the length of the contract.
RECYCLABLES - The Town currently disposes of some of our recyclables at the Town of China Transfer Station requiring approximately two trips per month of cardboard in a 50 Yd. enclosed roll-off container belonging to the Town of Vassalboro. The Town of China has provided our transfer station with a 50 yard open top container and a 40 yd. container for mixed plastics that require transporting as well. The mixed paper is hauled in a 30 yd. enclosed roll-off container owned by Vassalboro requiring 1 trip a month. Newspaper and magazines are hauled in a 40 yd. roll off container 4-5 times a year. This container is provided by the current hauler (CMD), who hauls both the mixed paper and newspaper to his recycling facility in Fairfield, ME. These arrangements are subject to change depending on bid proposals submitted, and bid outcome. The Town of Vassalboro is open to new proposals and new options for the end location for our recyclable products, and we invite bidding contractors to make such proposals with their bid submission. We reserve our right to select options for disposal of our recyclable products that are in the best interests of the Town of Vassalboro.
The successful bidder will be expected to perform the following as part of the service:
a) Pick-up of the various sized container of recyclable materials upon notification by the Transfer Station Manager and return the container the same day.
b) Delivery of Recyclable Material to the China transfer station or other end location
c) Return and drop-off of empty roll-off container to the Vassalboro Transfer Station or provide a swap out container.
Award of the bid will be based on the following criteria:
1. Total cost of round trip
2. Response time upon notification of pickup.
3. Proper registration for solid waste transport with DEP.
4. Ability to provide proof of worker’s compensation and liability insurance (min $400,000/$800,000 naming the town as additional named insured) upon receipt of bid award and maintain coverage throughout the length of the contract.
Bid Process:
Bids are due at the Vassalboro Town Office by Tuesday, October 22nd, 2013 at noon, when bids will be opened and read publicly. Bidders can choose to submit bids for one, two, or all of the transportation options. The Town of Vassalboro Board of Selectmen reserves the right to accept or reject any or all proposals, and to award separate bid options to separate contractors if it is in the best interest of the Town of Vassalboro to do so. Potential bidders may be requested to provide a list of business references. In addition, the Town may require a Performance Bond to assure uninterrupted service. If my company is selected as the winning bidder, we can begin the transportation services on Tuesday, January 14th, 2014 upon the call of the Transfer Station Manager. If I cannot continue to provide transportation services, I agree to give the town at least a 30-day notice. My company can provide written proof of liability and worker’s compensation insurance (if applicable) to the Town before the start of the work, and will provide continuous insurance coverage throughout the term of the contract.

Bids must be submitted on this bid form and returned to the Vassalboro Town Office in an envelope marked “Solid Waste Transportation Bid” by Tuesday, October 22nd, 2013 at Noon, when bids will be opened and read publicly. The winning bid will be awarded at a later time after evaluation of all bids received.
