Background:
Support to National Priority Program2 (SNaPP2) is a development project of MAIL funded IFAD with the goal to improve food security and economic status of poor rural households in three provinces; Balkh, Herat and Nangrahar. The project will reach at least 57,000 households consisting of 427,500 people in these provinces.
The project has two specific objectives: (i) institutional development and capacity building of community organizations, public extension services and relevant private sector entities in the provinces; and (ii) sustained increased incomes of small farmers and herders fostered by improvements in productivity and output, infrastructure and market linkages. These objectives will be addressed through supporting institutions and services, fostering increased productivity and production, and where feasible, upgrading profitable agriculture/livestock value chains.
General Directorate of extension is the main stakeholders of the program and will lead the implementation of two sub components 1. Extension services and 2.Small-holder Institutional development and Capacity Building. G.D of extension will establish program management unit under overall supervision of G.D general director who will be responsible for the implementation of the relate activities in three provinces.
Extension sub-components will strengthen the extension directorate by: (i) establishing a women’s extension department in Kabul and a cadre of 12 female extension workers specialising in agriculture and livestock, in line with the Taksheel, across the six pilot districts; (ii) strengthening the male extension worker cadre at district level in agriculture and livestock; (iii) targeting young graduates from local agricultural faculties to be recruited as extension assistants, under the Taksheel, funded by the project in years 1-3 and by MAIL thereafter; and, (iv) adapting the curriculum, in collaboration with relevant MAIL directorates, using updated techniques.
Small-holder Institutional development and Capacity Building will strengthen the female CDCs through an orientation and training programme guaranteeing female CDCs’ direct control over financial resources, over some elements of project implementation and over female beneficiary selection.
JOB SUMMARY:
Under the direct supervision of the General Director of Extension and Agriculture Development (GDEAD) the Extension Coordinatorwill based in Kabul (MAIL/Extension Directorate). The Coordinator will also work closely with SNaPP2 technical staff (& Project Manager) and would be responsible to oversee provincial offices, develop an effective and efficient extension system and also to develop capacity of the extension staff/office for developing and disseminating of new extension approaches and technologies. He/she will also support the general director of extension and agriculture development in all agriculture related aspects.
Duties and Responsibilities:
- Helps identifying the beneficiaries of the Agriculture program.
- Support Planning and developing of Agriculture activities in close collaboration with the provincial coordinator.
- Assist and guide the survey and assessment teams in developing and analyzing questionnaires on production and marketing of agricultural products.
- Supervise the design and implementation of training programs for Extension GD staff needed to support recognized programs for extension interventions.
- Support GD extension developing guideline for Farmers Resource Center and Farmers Filed Schools and it is establishment.
- Assist and support GD extension in developing policies, strategies extension and extension models.
- Insures the correct implementation of the project in all target areas.
- Analyze and validate research data, information, reports, and agricultural assessments of the districts where the SNaPP2 will be implemented.
- Liaise with other projects and programs working in the sector for better coordination and collaboration.
- Work closely with other components of the project and ensure synergy and harmony.
- Ensure timely preparation and submission of required technical and other reports as outlined in the SNaPP2 project.
- Organize and deliver coaching and trainings to Provincial and District extension workers.
- Provide timely advice and guidance on all matters related to agricultural productivity so that the SNaPP2 is developed and implemented according to the needs of the farmer communities.
- Develop and implement the Annual Workplan and Budget –AWPB in close collaboration with the SNaPP2 PMU for the Extension component and, be responsible for its follow up and implementation.
- Assist the senior management and other team members with the management, oversight, coordination and monitoring of all the SNaPP2 operations
- Be able to travel frequently to the project sites in different provinces where SNaPP2 is implemented.
- Any other tasks assigned by the SNaPP2 Project Manager.
Qualifications
A Master's degree in Agriculture
A minimum of 7 years of work experience in the field/position of interest.
Knowledge of supply and value chains of agribusiness within Afghanistan and regional level.
Management and leading experience
Professional, relevant experience in Afghanistan required
Fluency in English, Pashto and Dari is required.
Must have computer knowledge (office packages and internet)
The candidate should be willing to – ultimately- enroll under the civil service an opportunity arises under the transition program.
Skills Required
- Analytical skills. Ability to present coherent and convincing positions both in writing and orally
- Excellent communications skills and fluency in English and local languages
- Proficiency in the use of computer, office software packages.
