  1. Call to Order / Introductions

Committee Chair Mark Fisher called the meeting to order. The meeting attendees introduced themselves around the room. Andy asked everyone to sign-in on the sheet and asked if anyone had any questions.

2. Approve Last Minutes

Bob Mattingly made a motion to approve the minutes from the last meeting as submitted. The Chairman called for a vote that unanimously passed.

3. FASP 2004 System Plan

Andy updated everyone on the FASP process and the related activities over the last year. He summarized the recent conference calls and the work putting the system plan together. FDOT is in the final stages. Andy presented a PowerPoint presentation on the FASP 2004.

Andy presented and discussed the overview of the FASP. The components include the Data, Analysis and Publications.

This is what is referred to as Task 2.9. This was a dual track process with the System Plan on one track and the Strategic Planning on the other track.

Andy noted that the cover was specifically designed to look similar. It has a generic background for Commercial Service and General Aviation. It also has an airport logo and locator maps where available. FDOT will provide each airport multiple copies for their use in both digital and hardcopy.

Video

The last remaining publication to complete is the video. Andy presented two movies highlighting the technological look and feel of the video.

Andy summarized the System Plan update process. The goal is to keep the information up to date. The system plan is a dynamic process and as things change, the process will allow for the updates to be incorporated into the system plan. This will be accomplished by holding 3 rounds of CFASPP each year with one dedicated each year to updating the System Plan by updating the Glossaries, Regional Perspectives and possibly even their impacts on the Statewide Overview. Andy stressed that if major changes occur at an airport, FDOT should be notified immediately so that the glossaries can be kept up to date.

Bob Mattingly asked about funding for the updates and if they are budgeted (ie. printing and publication costs). Andy provided the FDOT position on supporting the CFASPP process including the dedication of resources as required.

Gary Duncan complimented the FDOT on the Herculean effort. He then followed up with the question, “Now that we are done with the system plan, is anyone tasked with getting the information to the legislature and the governor?” Andy replied that the Aviation Office gets requests frequently from State Legislative staff. Tom Duncan provides the data and can now provide the System Plan and supporting data. A lengthy discussion ensued.

Action Item: FDOT, FAC, and the CFASPP Statewide Committee need to work together to determine how to distribute and sell the information. Andy needs to work to have this information presented to the FAC members at the Legislative Summit in Tallahassee in February and the CFASPP Statewide meeting in January.

The MPO representative has requested copies for distribution at their various MPO meetings.

  1. Aviation Office

CommunityAirport vs GeneralAviationAirport

Andy brought up the issue discussed by Ed Cooley at West Central Metropolitan Area meeting on Monday regarding the moniker “Community Airports”. This came out of meetings following September 11th and the importance of local community support for airports. A lengthy discussion ensued. Bill Horner asked if any other states used the name “Community Airports”. Andy replied that he knew of no other states. Gary Duncan stated that there are many, many airports out there that work very hard to establish their relationship with the community. He thinks the moniker is confusing. Peter Modys questioned the logic of a wholesale change in the moniker of General Aviation airports to Community Airports. He questioned the need and validity of changing the name of a GA airport. The issue is the education of the community as to the role of the airports. Dave Goode stated that it is critical that the FAA agree to and buy into the change as their funding reflects General Aviation.

Peter Modys stated they market their airports to the community. What if the public begins asking, “What is the difference between a general aviation airport and a community airport?” Are we not adding additional confusion?

Should the term not have been “A general aviation airport serving the community?” asked Bob Mattingly. Mark Fisher stated that perhaps the name change would work as a marketing tool but it has to be done with the concurrence of all the airports and the FAA. We must have the endorsement of all the parties before this will succeed.”

There was strong support from the committee to not change the name to Community Airports. Bob Mattingly proposed a resolution to change the moniker to “A General Aviation Airport Supporting the Community”, second by Gary Duncan representing Page Field. Another lengthy discussion ensued. It was acknowledged that there were airport members of the committee who were not present. The motion passed unanimously.

Andy opened a discussion of FDOT’s SIS and the project selection criteria and eligibility. There was some discussion about what projects are eligible and how they are prioritized. Andy updated the committee on the SIS meeting taking place the next day in Orlando. Mark Fisher objected that a bus terminal is eligible and yet an airport terminal is not. Dredging is eligible, runways are not. Railway tracks are eligible and airport pavement is not.

T-Hangar

Andy presented an update on the T-hangar project. He provided an update on Dunnellon’s impact on the project statewide. A lengthy discussion ensued.

Andy highlighted the five largest active projects taking place in the Aviation Office. These include 1) Florida Community Airports Project; 2) Statewide Pavement Management Program; 3) Aviation Test Center; 4) Community Airport Security Project; and 5) MasterPlanning & IntelligentAirport Layout Plans.

Florida Community Airports

This project will take the assets (multi-billion dollars of infrastructure) of the State of Florida and the System Plan one step further. It will take SATS another step forward by focusing on the airports.

Pavement Management Program

Andy gave an update on the PMS Phase I. Andy is co-chair with Vu Trinh on the project. Andy provided a status update of the project. He described the various levels of participation and involvement available to each airport. These include 1) self inspection; 2) FDOT assisted inspection; and 3) FDOT inspection. The pavement program is a voluntary program.

FDOTAviationTestCenter

Andy provided an update on the AviationTestCenter. It is coming to fruition. The TestCenter is a world class facility where different types of aviation technology can be tested in a real world environment. Andy covered the projects and the types of projects that will be managed at the Center. Gary Duncan and Peter Modys asked what the criteria is for the selection of the projects at the TestCenter. Andy stated the project manager for the project is Richard Duley and he is currently working on the criteria. Gary asked if the airports would have input on the selection of projects for the TestCenter.

CommunityAirport Security Project

This project will be in place at the TestCenter and will assist in monitoring ramp security and operations at remote fields. A follow-on to the project will include infrared cameras that will increase observations in low-light environments.

Airport Master Planning Guidelines / Intelligent ALPs

The consultant team has been selected for this project. The scope is being developed now for this project. More on this at future meetings as the project progresses.

Terry Beacham stated that in building the work program, the program had been frozen prior to the project release for public hearings.

Mark Fisher raised the issue regarding the DRI process. Sanford has been working through the process and had encountered issues. Sanford has received approval from DCA and is now complete. Mark stated that they have had it adopted into the local comprehensive plan and it is at DCA for approval which is expected in mid-November. Once the approval is received, then they will take it back to the locals for final approval. It has been a tough, long journey, but may be very beneficial in the long run. If anyone is looking for feedback on the process, LeeCounty is happy to help.

  1. Time and Place of Next Meeting

Andy Keith is trying to schedule three CFASPP rounds for 2005. The three rounds include: 1) a round following the FAC mid-year meeting (late February) before the legislative session; 2) a round prior to the July statewide at FAC (May/June); and 3) a round in the October timeframe. Notices will follow. Location to be picked at a later time.
