A. Effluent Limitations and Monitoring Requirements

1.  Interim Limitations for Seasonal Discharge to Pea Creek (Outfall 001-I)

During the period beginning the effective date and lasting until February 1, 2011, or when the facility improvements are finished, whichever comes first; the permittee is authorized to discharge treated wastewater in accordance with the following limitations:

Other Year-round Requirements:

There shall be no discharge of floating solids or visible foam in other than trace amounts.

There shall be no discharge of any visible sheen of oil or globules of oil or grease.

Samples taken in compliance with the monitoring requirements specified in the permit shall be taken at the discharge from the final treatment unit.

Flow (measured in million gallons per day) shall be monitored five times per week by instantaneous measurement and reported as a 30day average and a daily maximum.

All monitoring and reporting requirements shall also be in compliance with Section III of this permit.

2.  Final Limitations for Perennial Discharge to Verdigris River (Outfall 001)

Effective February 1, 2011, or when the facility improvements are finished, whichever comes first; through the expiration date of the permit:

a No measurable is defined as less than 0.1 mg/l. If no chlorine is used for an entire reporting period, the permittee shall report a value of “zero” for the daily maximum and enter “No chlorine used this reporting period” in the comments section on the DMR for that reporting period.

B. Sanitary Sewer Overflows

Any bypass in the collection system [sanitary sewer overflow (SSO)] shall be reported in accordance with Part III.B.6 of this permit.

C. Compliance Schedule

The Inola Public Works Authority wastewater treatment plant will be upgraded to meet the corresponding wasteload allocation as required by the most recent water quality management (208) Plan. All construction will be in accordance with OAC 252:656. The schedule for the improvements and attainment of final permit limits will be as follows:

1. Submit Revised Engineering Report January 1, 2009

2. Submit Plans and Specifications July 1, 2009

3. Obtain Funding January 1. 2010

4. Start of Construction July 1, 2010

5. Completion of Construction January 1, 2011

6. Attain Compliance with Final Effluent Limits February 1, 2011

a.  The permittee shall submit a progress report Oklahoma Department of Environmental Quality (DEQ) outlining the status of all facility improvements during the months of January and July of each year until the construction is complete. The first report shall be due during the first designated month after the permit becomes effective.

b.  Where percent project completion reported is less than would be required to assure completion of construction by the required date, the progress report shall also include an explanation for this delay and proposed remedial actions.

c.  No later than 14 calendar days following date for a specific action (as opposed to a

progress report) identified in the above schedule of compliance, the permittee shall submit a written notice of compliance or noncompliance to Charles Garcia, Compliance Coordinator at Department of Environmental Quality, Water Quality Division, 707 N. Robinson, Oklahoma City, OK 73101.
