Council Meeting – August 15, 2013

Mayor Thomas L. Hardesty called the regular meeting to orderwith the following council members present: Bob Andriot,Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler and Frank Page.

City Employees Present: Judy Smith, Mary Smith, Inez Harris, and Brandon Pennington.

City Attorney: Steve Gregory

Rev. Robert Marshall of Allen Chapel United Methodist Church gave the invocation.

All present pledged allegiance to the flag.

Minutes/Special Called Meeting August 8, 2013

CouncilmemberPage moved to approve the minutes of August 8, 2013 as read by council members prior to the meeting. Seconded by Councilmember Suttor.

All voted “aye” and motion carried.

Resolution – Policy Regarding Opening Invocations before meetings of the City Council of the City of Shelbyville – Steven Gregory

City Attorney, Steven Gregory, read a resolution in which the council adopts a policy to allow opening invocations before meetings. The Clerk shall compile a list of assemblies located in Shelby County for the purpose of sharing a short prayer.

Councilmember Andriot moved to approve the resolution. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Ordinance – Levying Ad Valorem Property Taxes for the Calendar Year 2013 – 1st Reading - Judith Smith

Judith Smith, Office Administrator, read an ordinance levying ad valorem taxes for the calendar year 2013. The assessed value of real property shall be 27.5 cents per $100. The assessed value of personal property shall be 35.5 cents per $100. There will be a penalty of 10% and interest of 6% per annum after the due date.

It was introduced for first reading by Councilmember Zoeller. Seconded by Councilmember Suttor.

Ordinance – Levying Annual Assessment for the Clear Creek Subdivision Public Improvement Bonds – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance levying the annual assessment for the Clear Creek Subdivision Public Improvement Bonds for the 2014 year. The amount per lot for 2014 is $1,676.98.

It was introduced for first reading by Councilmember Page. Seconded by Councilmember Swindler.

Department Reports

Eilene Collins, Executive Director SDC, reported this year’s Jubilee was the best ever. She thanked all city departments that helped or participated in the event. The last street party is scheduled for September 27th.

Mary Smith, Personnel, reported the annual employee banquet will be September 24th at Red Orchard Park from 6-8 p.m. There is an opening in Public Works for a Maintenance Technician II position.

Mayor’s Report

Mayor Hardesty reported he has been attending the Governor’s Conference held at the Galt House the last two days.

Councilmember Zoeller moved to adjourn at 6:50 p.m. Seconded by Councilmember Eaton.
