Quantum Performance Group, Inc. recognizes that most American organizations have a core of excellence on which to build success. Federal government agencies and organizations recognize the need to improve. They can improve, even with increasingly limited resources, through the application of performance excellence technology. Quantum is the vendor of choice for many government agencies, providing high value training, assessment, consulting, and facilitation services and products.
The change process that is central to improved agency operations is difficult to manage without the right tools. Quantum provides those change management tools to organizations and individuals. Several federal agencies are now successful in their Quality improvement efforts, having benefited enormously from Quantum’s expertise and training.

BACKGROUND AND HISTORY
Quantum Performance Group, Inc. is a small, woman-owned business with an established record of high productivity and effectiveness. It has extensive experience in high performance work systems, work process improvement, strategic planning, and leadership development in the private, government, and education sectors.
Since 1991, Quantum has been a valued and dependable supplier of quality training and consulting to several federal agencies. It has planned and supported numerous organization-wide continuous improvement efforts for government organizations. Equally as important, Quantum has increased the internal capacity of these agencies so they can continue their success independently in the future.
Quantum is a recognized leader in quality award and assessment program establishment, organization, management, and examiner training. It is a founding organization of the New York State Governor's Award for Excellence. Quantum has trained/trains examiners for the state quality award programs of Alabama, Delaware, Florida, Illinois, Kentucky, Minnesota, Nebraska, New York, Pennsylvania, Vermont, and Wisconsin, having designed and delivered training for approximately 3,000 state quality examiners since 1991. Quantum currently trains more than 20 percent of all state examiners nationwide. Additionally, Quantum helped establish the quality award program for the Island of Aruba and trains their examiners and judges.
Quantum is also a performance excellence training and consulting supplier to private sector organizations including Amoco, Dresser-Rand, Eastman Kodak, First Union Bank, Honeywell, Motorola, and Xerox Corporation, as well as school districts and health care organizations throughout the country.
Quantum’s president, Dr. Mark Blazey, is a certified quality auditor with the American Society of Quality. A former SES-Level 4, he served as the U.S. Department of Education’s Director of Policy and Operations. He served for five years as a Senior Examiner for the Malcolm Baldrige National Quality Award. Dr. Blazey is a founding member of the New York Executive Steering Council for the Governor’s Award, the Lead Judge for the New York State Governor’s Award for Excellence, Lead Judge for the Vermont Quality Award, Judge for the Wisconsin Forward Quality Award, and the Lead Judge for the Aruba National Quality Award.

Labor Category Descriptions
Senior Staff are subject matter experts in Performance Management and usually have significant senior level supervisor or management experience. They are generally regarded as leaders in their field based on research, publications and field experience. They have frequently been senior examiners or judges in state and national performance excellence award programs. The minimum level of education required is a MA or MS degree. However, many possess terminal and other advanced degrees and certificates. At least 10 years of experience is required. Senior Staff are likely to be participants and/or speakers at the National or International levels on a variety of subject areas related to Performance Management. Many have published books or papers that have contributed to their field. They are required to have appropriate security clearance.
Senior Associate Staff are required to have seven years of direct experience in Performance Management or a related field and successful management or leadership experience on teams. They are required to have either a BA or BS degree. They have frequently been examiners for state or national performance excellence award programs. They possess appropriate certificates, advanced degrees in technical areas or equivalent additional experience. They are required to have appropriate security clearances.
Associate Staff are individual contributors who have had successful experience working on teams. They have at least 6 years of performance management experience and/or significant technical expertise in information systems, telecommunications, data bases, software products, or other technical disciplines. At minimum, they possess a BA or BS degree, plus certificates and security clearances where appropriate.
Administrative Associates are required to have a minimum of a high school diploma and 5 years of experience in document preparation, graphics, briefing preparation, security coordination, schedule coordination, and project support. Appropriate security clearances may be required for security coordination.
