MAIN FUNCTIONS:
  • The Senior Project Manager (SPM) will be responsible for the successful delivery of a programme, a portfolio of projects or a single project to the agreed programme, budget and quality.

  • The Senior Project Manager will report to the Director Projects.

  • The Senior Project Manager will deputise for the Director Projects when required on project delivery matters.

  • The Senior Project Manager will be responsible for collaborating with other departmental managers and business support managers to achieve the shared objectives of the department and SPT.

  • The Senior Project Manager will be responsible for the line management duties of a small core team of project management staff, support staff, consultants, contractors and project teams.

JOB ACTIVITIES:
The Senior Project Manager will be required to:-
  1. Provide the day-to-day management of, and direction to, a team of internal and external resources.

  1. Define responsibilities and accountabilities of the team members (including those of other departments outside the team) and ensure the team performs project management duties appropriate to the type, scale and phase of the project and in accordance with best practice project management techniques.

  1. Ensure the programme/project is carried out in accordance with SPT’s policies, Regional Transport Strategy, corporate and project governance procedures and standing orders.

  1. Manage the inputs and interface with SPT’s internal departments in a collaborative manner and provide them with information and reports as required.

  1. Act as an “ambassador” for SPT with external parties by adopting a partnership approach to SPT project management activities

  1. Manage SPT’s principal consultants/contractors/suppliers to ensure the objectives are achieved.

  1. Liaise with external parties (and their advisers) including, but not limited to (where applicable) Transport Scotland, rail organisations, local authorities, highways agencies, utility companies, environment agencies and regulatory bodies to ensure their requirements are captured and, where applicable, complied with.

  1. Provide leadership to the internal and external suppliers by ensuring there is clarity of the vision, objectives, requirements, business benefits and success factors for each project or programme.

  1. Provide direction to the internal and external suppliers and ensure timely decisions are made and communicated.

  1. Provide strategic advice to the Director Projects of the options available for successful delivery of the programmes and projects.

  1. Manage the projects cost, schedule and quality to agreed thresholds (i.e deliver projects on time, on budget and to agreed specification)

  1. Managing the services from different suppliers, ensuring their outputs are in accordance with the schedule requirements for the overall programme.

  1. Prepare formal reports (and others as required) to the various project groups (Partnership Board, Committees, Project Boards etc).

  1. Advise the Director Projects on the implications of any impact on the programme together with proposals for overcoming any schedule or cost overruns.

  1. Manage the strategic risks of the programme and ensure the other risks are being managed by the appropriate teams.

  1. Ensure stakeholder identification, analysis and management is being effectively handled.

  1. Prepare budgets and submissions for authorisation and present papers at board meetings, when required.

  1. Manage budget allocation and control costs

  1. Provide Director Projects with advice on the implications of proposed changes.

  1. Provide advice and analysis to the Director Projects of the options for procurement of services.

  1. Manage the procurement process for external suppliers, consultants and contractors in collaboration with other departments.

  1. Ensure project management plans and processes are in place to comply with all project management requirements for the various phases and types of projects to be delivered (such as costs, risk, stakeholder, safety, quality, environmental, sustainability, design, construction, technical and equality and inclusivity management requirements).

  1. Implement best practice programme and project management techniques and monitor their efficiency and effectiveness.

  1. Perform line management duties for a small core team of project managers and assistant project managers, including individual development plans and implementation of own individual development plan.

  1. Review and report to the Director Projects on project, team and individual performance and the contribution to the departmental and organisational performance.

  1. Undertake such other duties as may be required which may fall within the purview of the post
  2. Where required, assist the Director Projects in performing the role of project sponsor and manage grant funding arrangements being undertaken by partner and external organisations on behalf of SPT
  1. The post holder is responsible for ensuring that they comply with the organisations Health and Safety Policy and Safety Management System requirements including compliance with the requirements of the Health and Safety at Work etc Act 1974 and all relevant legislation in relation to the role. The post holder is also responsible for their own health and safety, and to ensure that their actions do not place others at risk.
GENERAL DUTIES:
  • SPT has a detailed Health & Safety Policy, a copy of which is available on the intranet. Employees are expected to read this policy and take all necessary steps to comply. It is a condition of employment that the employee works safely, having regard to themselves and those around them. The employee must also comply with all SPT procedures and practices relating to health and safety matters. Any failure to do so may result in disciplinary action being taken against the Employee.
