EPPO SUMMARY OF THE PHYTOSANITARY REGULATIONS

OF ISRAEL

This summary of the phytosanitary regulations of Israel forms part of the EPPO publication Summaries of Phytosanitary Regulations. It has been prepared by the EPPO Secretariat from the original text of the Israeli regulations. Its content is identical to that of EPPO's computer database PRS. PRS is provided with a user-friendly interface for retrieval of this information in relation to consignments of specific commodities exported to Israel from any country. LEGISLATION

Plant Protection Law 1956 no 5716.

Regulations concerning the import of plants (Kovetz Hatakkanot no 913 of 1959-06-04).

Plant Import Regulations 1970 (published in Kovetz Hatakkanot no 2622 of 1970-10-14).

PROHIBITED IMPORTS

Any soil or sand, in an isolated state or associated with plants.

Certain plants or plant products (see Commodity requirements).

Any live invertebrate animals in all stages of development (except bees), any cultures of fungi, bacteria and viruses and any weed or other organism harmful to plants.

IMPORT PERMITS

Import permits (IP) are required for the importation of certain plants and plant products (see Commodity requirements). Requests for IP must be forwarded by the importer to the NPPO.

Exemptions to the provisions of these regulations may be granted by the NPPO for consignments not exceeding 5 kg or for consignments intended for research or development.

CERTIFICATES

The phytosanitary certificate (PC) is in general required for all plants and plant products. It must be issued by the NPPO of the country of origin, in conformity with Art. V of the IPPC, 1951

The official phytosanitary inspection on which the PC is based must take place not more than 14 days before dispatch for consignments of vegetative plants for planting and not more than 30 days for other consignments.

The PC should be in English or French or should be accompanied by a translation into one of these languages.

The reexportation certificate (RC) is required for consignments of plants and plant products reexported by a country which is not the country of their origin, must be in accordance with the FAO model, and attached to the PC.

In cases mentioned under the Commodity requirements concerned, the PC must carry an additional declaration (AD).
