COMPLETION OF DOC 9880 Part III – ATN/OSI Internet Communication Service (ICS)

SUMMARY
This working paper discusses the urgent need to publish relevant parts of the ATN ICS specification in Doc 9880, in the light of ongoing Regional implementation programmes.
ACTION
The working group is invited to progress the expeditious publication of the ATN ICS detailed technical specifications in Doc 9880 Part III.

1.INTRODUCTION

1.1This working paper discusses the current state of the detailed technical specifications of the ATN/OSIInternet Communication Service (ICS) and proposes that the mature draft material provided at the 12th meeting of ACP WGM (reference [3]) should be approved for publication without delay.

2.discussion

2.1The current published version of the ATN/OSIICS is Doc 9705 Third Edition, Sub-Volume V [1]. There have been a number of changes and additions to this material and the amended technical provisions were approved by the ATNP for inclusion in Doc 9705 Fourth Edition. This revised material is considered to be stable and validated. It includes several defect resolutions (PDRs) and provisions to for the Internet Protocol Subnetwork-Dependent Convergence Function (IP SNDCF), which allows ATN/OSI protocols to operate over an IPv4 or IPv6 network.

2.2The ATN/OSIICS is cross-referenced from the ULCS material, which is already approved for publication in Doc 9880 Part III, and has been available in the ACP website repository for some time.

2.3The ATN/OSIICS is an essential element of the data link programmes in Europe and the USA.

2.4In Europe, as part of the Single European Sky (SES) initiative, the data link service implementing rule has been approved. The scope of this piece of legislation includes use of the ICS for air-ground communication. The ICS will thus be brought within the SES scope.

2.5It is therefore essential that the existing ATN ICS detailed technical specifications be approved as a matter of urgency.

2.6A mature draft specification of Doc 9880 Part III was provided by France at the 12th meeting of WG-M in June 2008 (reference [3]).

2.7Certain elements of the ICS are not required and will probably never be implemented, and it is suggested that these elements should be considered for removal before publication and be replaced with placeholders. These include:

  • Connectionless transport service and protocol (4 pages)
  • Frame mode SNDCF (47 pages)
  • X.25 SNDCF (3 pages)
  • VDL Mode 3 Frame Mode SNDCF (17 pages)
  • SNDCF for the Common ICAO data Interchange Network (CIDIN) (1 page)
  • Systems Management Provisions (1 page)

3.ACTION BY THE MEETING

3.1The ACP WG-M is invited to:

  1. Approve the publication of the draft ATN ICS detailed technical specifications in Doc 9880 Part III;
  2. Ensure that the approved draft be made available in the ACP Repository as soon as possible.
