SUBJECT: Memorandum of Understanding between U.S. Army Junior ROTC Program and XXXX High School

1. The purpose of this memorandum is to document an understanding between the parties involved. Parties include the U.S. Army Junior Reserve Officer Training Corps program and XXXX High School.

2. A partnership between the parties mutually supports the mission and goals of each organization and will provide additional resources to accomplish training events without additional liability concerns. The US Army Cadet Command and XXXX High School have reached this understanding.

3. XXXX High School will create opportunities for cadets to participate in marksmanship activities in conjunction with the Army Junior ROTC curriculum.

4. The US Army Cadet Command JROTC Instructors will support marksmanship activities to include classroom instruction and participation in marksmanship training involving firing on ranges.

5. The following controls will be established with regards to the rifle range:

a. Use: The JROTC Rifle Range is a multipurpose facility which, will be used for curriculum based instruction as well as for marksmanship training and competition. When marksmanship training and or competitive events are conducted inside the rifle range, no other activities will occur.

b. Access Control: When marksmanship instruction or competitions are conducted in the JROTC rifle range, access to the facility will be restricted to active participants or members of the JROTC Rifle Team. Spectators will be kept to a minimum and must be pre-approved by the range officer. At no time will non-shooters become a distraction to active shooters.

c. Range Maintenance. The XXXX High School plant operator and custodial staff will maintain the rifle range in accordance with XXXX High School maintenance standards and procedures. The Army Instructor will present all requests for maintenance to the plant operator/Business Manager in sufficient time for repairs or routine maintenance to be effected.

d. Hours of Range Operation. The XXXX Rifle Team may conduct marksmanship training or competition events during normal school hours, before school (0630 to 0800), after school (1600 to 1900), and on weekends. Weekend activities must be pre-approved in accordance with XXXX High School building activity request procedures.

e. Caliber of ammunition: .177 pellet

f. Types of air rifles to be used: Daisy Model 853, Daisy Model Avanti 887, and Walther Model LG-200. Other competition model rifles are authorized if approved by the Civilian Marksmanship Program or Junior Olympic 3-Position Shooting Rules and Regulations.

g. Weapons maintenance responsibilities: The Army Instructor is responsible to maintain assigned air rifles. Requests for funding to repair damaged or unserviceable rifles will be forwarded o the principal (if school purchased) or JROTC Director for funding.

6. The following safety rules will be in effect:

a. All Junior ROTC Instructors will comply with the regulatory guidelines outlined in Cadet Command Regulation 145-2, Organization, Administration, Operation, Training and Support with respect to marksmanship training.

b. Air rifle marksmanship will only be conducted by certified JROTC instructors or coaches approved through 5th Brigade/AC.

c. Instructors will not conduct JROTC air rifle marksmanship training with students other than JROTC cadets.

d. Prior to conducting marksmanship training the Army Instructor will ensure compliance with all Army regulatory requirements as well as state and municipal laws and school system policies.

e. Air rifles and pellets will be stored inside the arms vault in the JROTC Department.

f. Unaccompanied access to the arms vault is restricted to XXXX High School JROTC instructors, principal, or principal’s written designee.

7. XXXX High School and the US Army Cadet Command continue to recognize that marksmanship training remains a wholly voluntary program for JROTC cadets.
