JOB TITLE: GIS Mapper / Surveyor

SALARY SCALE: £26,413 - £27,544

REPORTS TO: Head of Department

SUMMARY OF ROLE

The main objective of the post is to provide GIS support to Waterways Ireland’s Property Department. The role is based in Waterways Ireland HQ in Enniskillen but will require travelling extensively throughout Ireland visiting various sites. The post holder will be responsible for providing and managing a survey and map provision service for the Property & Legal Section and ensuring that Waterways Ireland’s GIS Property layers are kept updated.

KEY FUNCTIONS

·  Surveying sites and capturing data using Global Positioning Satellite (GPS) surveying equipment.

·  Creating, digitising, geo-referencing and analysing geospatial data using ESRI ArcGIS.

·  Preparing maps for first registration, agreements and progress reports.

·  Provide technical support of GIS spatial applications and data systems.

DUTIES AND RESPONSIBILITIES

·  Provide GIS support to Waterways Property Department / Senior Managers.

·  Visiting sites to undertake surveys and capture data on assets using manual and computerised equipment such as Global Positioning Satellite (GPS) surveying equipment.

·  Creating geospatial data for Waterways Ireland GIS application and update and record assets surveyed and detail disposals, acquisitions and agreements.

·  Prepare maps which are property registration compliant.

·  Prepare maps, plans, sections and elevations from surveys as required by the Property & Legal Section for registration of assets and completing agreements.

·  Maintain administrative records of Property & Legal GIS work.

·  Day to day management of all Property related geospatial datasets.

·  Preparation of progress reports and briefing materials for senior staff as required.

·  Passing all relevant datasets to the GIS administrator to upload to Waterways GIS application.

·  Liaising with the GIS administrator to ensure consistency of datasets and work flows.

·  Assisting with the creation of INSPIRE Compliant metadata and GIS datasets.

·  Other tasks as may be assigned from time to time.

Eligibility Criteria

Candidates must be able to demonstrate that they meet the following essential criteria in their application form:

·  A Leaving Certificate with a minimum of three subjects grades A-C (Honours Paper) and two grades A-C (Standard/Ordinary Paper). Subjects passed must include English and Mathematics (can be demonstrated at either level).

OR

·  A minimum of 2 GCE A levels and a minimum of 2 GCSE’s (grades A-C) in English and Mathematics.

AND

·  A BTEC Higher National Certificate or equivalent qualification in an appropriate subject such as Civil Engineering Surveying, Geographical Information Systems, Geography.

·  Have at least two years relevant experience in GIS.

AND

·  Hold a current valid driving licence and/or have access to a form of transport which will allow the jobholder to carry out the functions of this role across multiple sites.

NOTE: Applications will also be considered from candidates with relevant formal qualifications considered to be of an equivalent or higher standard to those stated above.

Essential Criteria

·  Experience of using ESRI ArcGIS software, GIS data formats and coordinate systems.

·  Relevant work experience which demonstrates applied knowledge of land survey procedures.

·  Proficient in the analysis / processing of GIS data and Land Registry data.

·  Experience in data conversion and digitising.

·  Experience in converting paper maps to GIS datasets.

·  Experience of reading, understanding and preparing maps.

·  Experience of working with AutoCAD and Microsoft Office.

Desirable Criteria

·  Excellent attention to detail.

·  Experience in the preparation of well structured written material which summarises and identifies key points.

·  Experience of handling correspondence and keeping records.

Shortlisting Process

A shortlist of candidates for interviews will be prepared on the basis of the information contained in the application form. It is essential that all applicants demonstrate on their application form how and the extent to which their experience and qualities are relevant to the post and the extent to which they satisfy each criterion specified. In the event of a large volume of applicants, testing may be used to form a shortlist. Candidates will be notified should this become necessary.
