Council Meeting – October 16, 2014

Mayor Thomas L. Hardesty called the regular meeting to order at 6:30 p.m. with the following council members present: Bobby Andriot, Mike Zoeller, Donna Eaton, Shane Suttor, and Frank Page. Absent: Jon Swindler

City Employees Present: Bryan Slone, Jennifer Herrell, Mary Smith, Kevin Baker, Brent Hatter, Eric Bottoms, Frank Willoughby, and Carla Wainscott.

City Attorney: Steven Gregory

Invocation: Jeremy Cloninger, Living Waters Church

All present pledged allegiance to the flag.

Minutes/September 18, 2014

Councilmember Suttor moved to approve the minutes of the September 18, 2014 meeting as read by council members prior to the meeting. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried. Absent: Jon Swindler

Ordinance – An Ordinance of the City of Shelbyville creating the position of Golf Course Superintendent – 1st Reading – Steve Gregory, City Attorney

Councilmember Page moved to approve the ordinance. Seconded by Councilmember Zoeller.

Proclamation – Community Planning Month for October 2014

Read by Deputy City Clerk, Carla Wainscott.

Official Approval to Accept Firestone Way, Tealwood Drive, Mary Crest Drive, Edgemont Way, Beamtree Drive, St. Regis Drive, and Sweet Briar Drive into the City Street System.

Councilmember Zoeller moved to approve the approval. Seconded by Donna Eaton.

All voted “aye” and motion carried. Absent: Jon Swindler.

Discussion – Possible vendor approval for contract negotiation of the garbage/recycling collection.

Councilmember Zoeller stated that it will be better for community with less trucks and lower prices for customers. Councilmember Page said on behalf of committee we recommend Republic Services with a negotiation. Steve Gregory, City Attorney, would like to reiterate with council where you go from here is to negotiate a contract with the vendor. No resolution is complete without the contract being signed. We would like services to be in place by January 1, 2015.

Councilmember Page moved to approve Republic Services for contract negotiation. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried. Absent: Jon Swindler.

Department Reports

Eilene Collins, Shelby Development Corporation, has received compliments on the flower containers this year. The annual SDC meeting will be held on October 30, 2014 at 5:30 p.m.

Jennifer Herrell, Public Works, reported the Hazardous Waste Program was a huge success. Doug Satterley received the Employee of the Year award and said he was deserving of the award. Public Works is getting ready for Celebration of Lights on November 8, 2014.

Mary Smith, Personnel, thanked the city for putting on the Employee Banquet. Twelve employees received awards this year.

Kevin Baker, Fire Department, reported 833 runs for the year. So far, up from last year. Chief Baker discussed staffing at the fire department (paid, part-time, and volunteers). The department was audited by the ISO and received a rating of 2. He commended all the firefighters for all their hard work to receive this classification.

Bryan Slone, WHGC, reported 3,584 rounds of golf so far this year. Councilmember Zoeller helped plant trees on the course. The EZ Go Charity Golf Scramble was held on October 17, 2014. Wes Downing will be retiring on October 31, 2014.

Mayor’s Report

Halloween “Trick or Treat” will be October 31, 2014 from 5:00 – 7:00 p.m. Light Up Shelbyville will be held on November 8, 2014. The Mayor congratulated Jennifer Herrell as she became an ASFPM Certified Floodplain Manager. The fire department held their annual Firefighter for a Day Program on Saturday, October 11, 2014. They had 14 participants.

Council Reports

Councilmember Andriot commented on how helpful the KLC Conference was to him.

Councilmember Zoeller reiterated about planting the 90 trees at Weissinger Hills Golf Course.

Councilmember Suttor wanted to comment on the hard work the employees have done along with the council members.

Councilmember Page wanted everyone to know how wonderful the employee banquet was and how it was family oriented.

Councilmember Suttor moved to go into closed session at 7:30 p.m. to discuss economic development. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried. Absent: Jon Swindler

Councilmember Suttor moved to end the closed session at 7:55 p.m. Seconded by Councilmember Page.
