ASA ROSTERS AND COACHES LIST IS TO BE SUBMITTED AT THIS MEETING. NO EXCEPTIONS!

Tournament t-shirts, shorts, hats, etc. will be available for sale at the tournament headquarters. Prices will be available at the tournament.

Pre-Tournament Meeting Information

Welcome to the 45TH Annual Northern California Girls Softball Association All-star meeting. The attached material was gathered to assist you in understanding the tournament operations and to provide information to help you prepare to participate.

Home Team: The flip for home team will be done with the umpire at your playing field prior to game time. Ifthe two managers are available and agree to flip prior to the game, they may do so in the presence of a tournament official at your designated field or Headquarters where you pick up the official scorebook. Home team is responsible for getting the official field scorebook from the headquarters and returning the scorebook with the game summary to the tournament headquarters at those designated fields. Please have official scorekeeper fill out the game summary and return with all lineup slips to the tournament headquarters. Do not take the book with you!

Game time is 1 hour 25 minutes (no new inning). Games stopped before completion, for any reason, will start again, from the exact point at which it was stopped. The time will be designated by the authorities in charge. CHAMPIONSHIP GAMES WILL BE 1 HR AND 25 MINUTES. ASA RUN RULE REMAINS IN EFFECT. GAMES MAY BE 7 FULL INNINGS. ALL TIES IN CHAMPIONSHIP GAMES WILL BE PLAYED OFF FOLLOWING THE NORCAL TIE BREAKER RULE.

ALL COACHING STAFF, FEMALES, MALES,
CHAPERONES ON FIELD AND IN DUGOUT

MUST DISPLAY ID BADGES.

ONE ADULT FEMALE MUST BE IN DUGOUT AT ALL TIMES.

ONE COACH ON EACH TEAM MUST BE ACE CERTIFIED.

16-UNDER / 14-UNDER / 12-UNDER / 10-UNDER

1.All equipment used must meet ASA regulations.

2.All players MUST wear a batting helmet with a facemask and chin strap to keep the helmet in place.

3.Do not allow players to wear jewelry of any kind during games or practices except medical alert bracelets or necklaces. Medical alert bracelets must be taped to the player’s wrist.

MANAGERS:

You are responsible for the following:

1. Musthave in your possession all copies of birth certificates and a copy of your all-star roster AND a copy of your insurance cards. All coaches/managers/dug out staff should have a background check with insurance in place. Visible ID cards must be worn at all times in the dugout and on the field.

2. You are responsible for the conduct of your coaching staff, players and "spectators". Please keep "one open ear" to your stands. Parent and fan support is very important to your players but they must remain under control. It could be possible if your stands get out of control for whatever reason, your game could be forfeited.

3. Pitching eligibility form - a must! If a pitcher is found to be an illegal pitcher (pitched more than 7 innings- 10, 12, 14, 16) that player will be ejected from the game. This could affect your 12 player/12 out status. (except in the 14 under and 16 under, you could possible drop to shorthanded and your game could be possibly end from a player ejection!)

Scorekeepers: HOME TEAM SCOREKEEPER IS RESPONSIBLE FOR RETURNING SCOREBOOK TO HEADQUARTERS WITH LINEUP SHEETS AND FINAL SCORE. Home team will serve as the official scorekeeper for the game. The scorekeepers from both teams SHOULD sit directly behind the backstop for better communication with the umpires and the teams. The official HOME scorekeeper will, after the game is over, prepare the pitcher eligibility forms, which will be located in the FIELD scorebook. We advise each team also keep a scorebook for a verification point for the officials. However, the FIELD "home" team scorebook is the official scorebook tournament officials will look at if there is a protest. Umpires will be notified of all substitutions.

10 and 12 under only: A reminder that all substitutions (12 players/12 outs) must be completed by the top of the 3rd inning.All pitching changes must be in writing priorto the 1st pitch to a batter and given to the official

PITCHING REGULATIONS

16-UNDER / 14-UNDER / 12-UNDER / 10-UNDER

1.A girl may not pitch more than seven (7) innings in each consecutive group of two games played by her team with the second game always defined by an even number (1-2; 3-4; 5-6). A Pitcher may not exceed 7 innings in the first game of a two-game set. Violation will result in an ineligible player.

2.If a tie occurs at the end of 7 innings or time has expired, the pitcher of record at the time of the tie may continue to pitch if she has innings available. Extra innings count against the inning limit, if occurring in the first game of eligibility. If a tie occurs at the end of 7 innings or time has expired in the second game of a two game set, the pitcher of record may exceed the maximum of 7 innings, but must pitch continuous innings without substitution. Pitcher-of-Record is the player whose name appears in the pitching position on the official lineup card at the end of regulation play (time or innings) when her team’s last defensive out occurred.

3.One pitch to a batter in an inning shall constitute an inning pitched.

4.Championship games will have NO pitching limitations.

5.Only the Tournament Director may stop the game if grossly mismatched.

6.All ties in championship games will use the NorCal Tiebreaker Rule.

PITCHING ELIGIBILITY FORMS: THIS FORM WILL BE IN THE SCOREBOOK FOR YOUR CONVENIENCE. PLEASE HAVE FORM AVAILABLE FOR THE OPPOSING TEAM IF THEY NEED TO VERIFY INNINGS PITCHED. THIS DOES NOT NEED TO BE TURNED IN WITH THE SCORE. THIS IS FOR YOUR INFORMATION ONLY.

12-UNDER / 10-UNDER ALL STAR RULES

NOTE: ASA PLAYING RULES WILL BE USED WITH “NorCal” EXCEPTIONS AS NOTED: A reminder that all substitutions (12 players/12 outs) must be completed by the top of the 3rd inning.

1.You must field a team of 12 players. Recommend you select 12 to 15 players for your All Star Team.

2.All girls present must be in dugout at each game. In case of accident, illness, injury, etc., to one of your players, a player may be brought in for replacement from your league. Once a player is replaced, she may not be brought back on the team. Any team showing up at a tournament with less than 12 players will forfeit that game.

3.Run Rule is 15 runs after 3 innings; 12 runs after 4 innings; and 8 runs after 5 innings.

4.The Maximum Run Rule per half inning will not apply to the 12 under division.
SPECIAL NOTE: A 5 RUN RULE PER INNING IN THE 10-UNDER DIVISION WILL BE IN EFFECT. AT 5 RUNS, THE OFFENSIVE TEAM COMPLETES THEIR TURN AT BAT.

5.Official N.C.G.S.A. Line-up slips MUST be used. All starting lineups and substitutions must be in writing and submitted on the official line-up slips using LAST NAME AND

FIRST NAME OF EACH PLAYER AND SUBSTITUTION. ALL PITCHING CHANGES MUST BE IN WRITING. The official scorekeeper of each game will return the official scorebook and lineup slips to headquarters at the end of the game.

6.A time limit for each game will be announced prior to the tournament at the Managers meeting if different than noted above. (1 hr and 25 minutes, no new inning).

7.NorCal pitching regulations will be used and enforced.

8.In case of a tie at the end of the regulation game and/or time limit, a runner will be placed on second base at the start of each team’s turn at bat in the extra innings. In first extra inning, the player scheduled to bat ninth in that respective half inning will start at second base. If tie is not broken, the second extra inning and all succeeding innings, the player scheduled to bat ninth in that respective half inning shall start at third base.

9.Games stopped before completion, for any reason, will start again from the exact point at which it was stopped. The time will be designated by authorities in charge. No substitutions or additional players will be permitted.

16-UNDER / 14-UNDER ALL STAR RULES

NOTE: ASA PLAYING RULES WILL BE USED WITH “NorCal” EXCEPTIONS AS NOTED (Metal cleats allowed)

1.You must field a team of 9 players. Recommend you select 10 to 12 players for your All Star Team.

2.All girls present must be in dugout at each game. In case of accident, illness, injury, etc., to one of your players, a player may be brought in for replacement from your league. Once a player is replaced, she may not be brought back on the team.

3.Run Rule is 15 runs after 3 innings; 12 runs after 4 innings; and 8 runs after 5 innings.

4.The Maximum Run Rule per half inning will not apply.

A reminder there is no smoking, chewing tobacco, or alcoholic beverages allowed in the dugouts or playing fields.

We recommend you carry a small first aid kit for basic first aid repairs! Ice is not always available at all fields or facilities.

Uniforms: All players must wear matching jerseys with at least 6” numbers on the back of the jerseys.
