Motion from Faculty Council: Handbook revision concerning faculty parking regulations

Rationale: The following handbook revision is intended to bring greater uniformity to the parking policy across campus.

5.8 Motor Vehicles on Campus

Parking permits are available free of charge from Campus Security. County regulations prohibit faculty members from parking motor vehicles on campus without valid parking permits. Parking permits must be affixed to one’s vehicle in accordance with instructions. Faculty may park in any parking lot; the Kerr Student Center lot is specifically reserved for faculty and staff during regular office hours. Faculty should respect “Reserved” areas and short interval time zones during regular hours.

5.8Motor Vehicles on Campus: Parking Permits

Parking permits are requiredand are available free of charge from Campus Security. County regulations prohibit faculty members from parking motor vehicles on campus without valid parking permits. Parking permits must be affixed to one’s vehicle in accordance with instructions. If faculty bring substitute vehicles to campus without permits (e.g., rental car), they are to obtain temporary permits from the physical plant or the housing office. Faculty operating vehicles found in violation of these regulations will receive an initial warning and then face fines for each occurrence, disciplinary sanctions, vehicle immobilization, and/or towing of the vehicle at the owner’s expense.

Section 2 - Vehicle Registration and Enforcement

  1. All vehicles operated on campus, including visitors, must be registered with the College. A Westmont vehicle identification decal or temporary parking permit must be displayed in the lower left hand corner of the front windshield.
  2. The person registering a vehicle will be held responsible for all violations, and corresponding fines or sanctions, related to that vehicle.
  3. Temporary parking permits for campus guests and visitors are available from the Housing Office, Residence Hall Directors, the Switchboard, and the Physical Plant Office.
  4. The number of vehicle identification decals issued is limited to ensure that there will be no more than 600 permitted vehicles on campus at any given time.
  5. Westmont upholds its agreement with the County of Santa Barbara to rigorously enforce the requirement for faculty, staff and students to display a valid permit on any vehicle operated on campus. Students operating vehicles found in violation of these regulations are subject to $50 fines for each occurrence, loss of future permit privileges, disciplinary sanctions, vehicle immobilization, and/or towing of the vehicle at the owners expense
  6. Motor scooters of 125 cc engine size or smaller are not required to obtain a vehicle identification decal.

Motion from Faculty Council: Add text regarding faculty parking regulations to the end of the Faculty Handbook Section 5.8

Rationale: The following handbook addition is intended to bring greater uniformity to the parking policy across campus. It includes recognition of possible difficulties such a policy may bring to bear on teaching responsibilities, and provides a mechanism for their resolution.

Additional text to section 5.8:

Faculty members are expected to abide by all parking and traffic regulations described in the Vehicle regulations brochure and web site. While violations will be subject to fines as described in the

Regulations, fines may be appealed to the Office of Public Safety, and then to Faculty Council. Faculty members who find that a parking regulation interferes with their teaching duties should address their

concerns to Faculty Council, who will work with them and Public Safety to mitigate the difficulty. Public Safety may also convey concerns about excessive faculty violations to Faculty Council.
