Council Meeting – January 21, 2016

Mayor Thomas L. Hardesty called the regular meeting to order at 6:30 p.m. with the following council members present: Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler, and Frank Page. Absent: Bobby Andriot.

City Employees Present: Judy Smith, Jennifer Herrell, Brian Raisor, Inez Harris, Jeff Elam, and Austin Sasser.

City Attorney: Steven Gregory

Invocation – Chris Platt, Highland Baptist Church.

All present pledged allegiance to the flag.

Minutes Regular Meeting January 7, 2016

Councilmember Page moved to approve the minutes of the regular meeting of January 7, 2016 as read by council members prior to the meeting. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Presentation – Mike Miller

Mike Miller, citizen, thanked city employees (first responders) for their help with his father, John Miller. Mr. Miller expressed to council how city employees treated his father with dignity during his illness. Police Officer Rick Babiarz and Fireman Josh Tucker were among those who were first responders and their services were excellent. Thanks for everything they did for his father.

2014-2015 Audit – Matt Huelsman, CPA, Richardson, Pennington, and Skinner

Matt Huelsman, CPA, with Richardson, Pennington, and Skinner gave the city a clean audit.

Councilmember Suttor moved to approve the 2014-2015 audit. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Proclamation – Go Red for Heart Day, February 5, 2016

Mayor Hardesty declared February 5, 2016 as Go Red for Heart Day in the City of Shelbyville as part of the American Heart Association and urged all citizens to pay attention to their hearts.

Appointment – Val Owens to the Code Enforcement Board

Mayor Hardesty recommended Val Owens to the Code Enforcement Board to complete the unexpired term of Ann Morris until June 30, 2017.

Councilmember Suttor moved to approve the appointment. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Presentation – Clay Cottongim, Shelby County Parks Foundation

Clay Cottongim, Dee Maynard, and Mimi Ward addressed council regarding a facelift for the Family Activity Center. They have events scheduled to get this event off the ground. They are not asking for money tonight, but wanted council to be aware of upcoming events to kickoff this project.

Zoning Text Amendments Request – Travis White – Project 622

Mr. White addressed council concerning his Project 622. Mr. White is asking council to amend the zoning text that will allow him to have self-storage facilities at 622 Main Street. Self-storage facilities are not permitted or conditional use for the central business district. Council took no action on this matter.

Department Reports

Jennifer Herrell, Public Works, reported receiving a KLC Safety Grant for sidewalk use. The Stormwater Master Plan will be revealed to the public on March 22 and March 29th. They are gearing up for the snow event scheduled to hit tomorrow. Employees will be working around the clock.

Fire Chief Kevin Baker reported 1,098 runs for the year with 90 for the month of December. The new recruit class will test out around February 1st. The department will receive new radios. They applied for a FEMA Grant for diesel fumes. They received a 50% matching grant for thermal cameras. They are presently renovation Station #1.

Mayor’s Report

Mayor Hardesty reminded merchants to clean their sidewalks of snow. Republic Services will start garbage pick –up around 4 a.m. Friday morning and continue until the weather gets bad.
