Minutes of the meeting held on 28 April 2014 at the Memorial Hall, Tal-y-bont.

Present: CouncillorsGerwyn Jones; Rhian Evans; Glenys Edwards; Ellen ap Gwynn; Bleddyn Owen Huws; David Evans; Emyr Davies andEnoc Jenkins (Chair).

  1. Chair’s Welcome

The Chair, Councillor Enoc Jenkins, welcomed the members to the meeting.

  1. Declarations of Personal Interest

There were no declarations of personal interest.

  1. Minutes

With CouncillorBleddyn Owen Huws proposing and Councillor Ellen ap Gwynn seconding, the minutes of the March meeting were confirmed, with some minor amendments.

  1. Matters Arising:

i.Council Website

The Clerk reported that the past-Clerk had resolved the difficulties and that the website was now ‘live’. Gwilym, the past-Clerk, has invited the Councillors to present any comments, suggestions and additions to the website. The possibility of providing photographs of the Councillors and information on the identity of the current Chair of the Council was raised. It was agreed to discuss the matter further at the next meeting after members had an opportunity to view the website in more detail.

ii.Bont-goch Street Lights

The Clerk reported that she had received a response from Dŵr Cymru about the street light hidden by overgrowth, stating that they would address the problemurgently. CouncillorEmyr Davies said that he was unsure whether the other lamp had now been repaired, but would report back at the next meeting.

iii. Hedge Cutting

The Clerk reported that the work on the ditches on the Cwm Ceulanroad continued to be on the County Council’s list of works, although no work had been undertaken to date. The Clerk also reported that she had received a phone call from Mrs Jones, Penlon-las, about the letter she received and the report that appeared in Papur Pawbreferring to the hedge. Mrs Jones was unhappy that her house had been named in the report as she was not the owner of the hedge. It was agreed to apologise for this error in the next issue of Papur Pawb.

iv. Cae Bach Light

It was reported that this lamp had now been repaired.

v. Responsible Disposal of Green Waste

Councillor Gerwyn Jones reported that there was a problem with the disposal of green waste in the rivers inTal-y-bont. He emphasised that everyone in the community should play their part in avoiding or minimizing the possibility of flooding, such as that experienced in June 2012, by disposing of their green waste responsibly. He reported that he had written an article in Papur Pawbto raise awareness of the issue.

vi. RAY Ceredgion Contract

The Clerk reported that the Council had received a Contract from RAY Ceredigion seeking permission to use Cae Bach for their play sessions. It was agreed to sign the contract.

  1. Ceredigion County Council – Annual Meeting

An invitation was received for the Council’s Chair and Clerk to attend the Annual Meeting of Ceredigion County Council at Penmorfa, Aberaeron on Friday 9th of May at 7pm.

ii. Ceredigion County Council– Free ‘No SmokingPlaying Field’ Signs

A letter was received from the Health and Welfare Project Officer of the County Council offering the Council a ‘No-smoking Playing Field’ sign.The sign is available free of charge, but must be collected from the offices in Aberaeron. It was agreed to take advantage of the offer and to erect the sign in Cae Bach. Councillor Gerwyn Jones offered to collect the sign from the office and also to erect it.

iii. Ceredigion County Council – Ceredigion 50+ Forum

A letter was received from the County Council about the Ceredigion 50+ forum. They are seeking new members to sit on the forum and were asking the Council to draw the matter to the attention of those who may be interested. For information, members of Community Council cannot be members of this forum. The closing date for applications is 9th May 2014. It was agreed to display the notice on the public noticeboard. Also an invitation was received to join the 50+ electronic network to receive summary reports of events and developments. It was agreed that the Community Council should join this network.

iv. One Voice Wales – Joint Training Event with SLCC

A letter had been received from One Voice Wales and SLCC inviting the Council to their training event which will be held on 15 May 2014 at Venue Cymru, Llandudno.

v. National Library of Wales/CAVO – Volunteers Fair

An invitation had been received to attend CAVO’s Volunteers Fair on 5 June at the National Library of Wales, Aberystwythbetween 10:00 - 16:00.

  1. CAVO – Volunteer Recognition Awards

An inviation had been received from CAVO (Ceredigion Association of Voluntary Organisations) to nominate a volunteer to receive one of their Volunteer Recognition Awards. Nominations must arrive by 15 May 2014. It was agreed to nominate Mr Ieuan Morgan on the basis of his work and commitment to the Memorial Hall, Bethel Chapel, Tal-y-bont Sheepdog Trials and the Show.

  1. National Assembly of Wales – Consultation: Making Laws in the Fourth Assembly

The Council has been invited to commenton the National Assembly’s consultation on law making.The purpose of this inquiry by the Constitutional and Legislative Affairs Committee is to consider how laws are made in the Fourth Assembly. The consulation is open until 30 May 2014.

  1. Cynghrair Cymunedau Cymraeg – Public Meeting

Members of the Council are invited to attend a public meeting of Cynghrair Cymunedau Cymraeg (Federation of Welsh-language Communities). The theme of the meeting is: ‘Welsh language only: The Community Council and the World Wide Web.’ The meeting will be held at Plas Coch, Y Bala, Meirionnydd on Tuesday, 27 May, at 6pm.

  1. Planning

i. Application No. A140228.“Erection of a single storey extension and replacement of steel framed windows with timber windows.” Plas Cefngwyn, Bont-goch, Tal-y-bont. The Council had no observations on this application.

  1. Financial

i. Quarterly Financial Report January - March 2014

It was reported that the sum carried forward was (£6,825.50). This sumexcluded a late invoice from the electrician for £660, and the grant of £500 for developing the website which had not been transferred before the endof the financial year. It was reported that the sum to be carried forward closely corresponds with the ex-Clerk’s earlier forecast for the end of the financial year. The report was approved with minor modifications to its format.

ii. Payments:

It was agreed to pay the following bills: Swalec (Supply of electricity for the Christmas Tree lights) – £6.59; Neuadd Goffa –£40; TME Electrical Contracting (Erecting and dismantling Christmas lights) – £660.

The Cae Bach monthly inspection report form for May was distributed.

  1. Illegal Tipping

Councillor David Evans reported that there was a problem with illegal tipping in Cwm Ceulan near Neuadd Fawr andCarreg Cadwgan woods and Glan Ceulan. It was agreed to contact the police and the Environmental Health Service of the County Council asking them to keep an eye on the problem.

  1. Bwlch-y-Garreg Road Sign

Councillor David Evans reported that the road sign ‘Ponterwyd/ Talybont’ at Bwlch-y-garreg, Cwm Ceulan was loose. It was agreed to contact the Highways and Works Section of the County Council about the matter.

  1. Small Garden

Councillor Glenys Edwards reported that there was a need for maintenance work on the garden near the entrance to the Show Field. Her suggestion that gravel be laid there was approved and it was agreed to contact Paul Jenkins to undertake the work.

iv. Patshyn Plant Maes-y-Deri

Councillor Ellen ap Gwynn reported the good news that the barrister Mr Emyr Gweirydd Jones had recommended to Ceredigion County Council, as the Common Land Authority, that it should accept the application to register the land in Maes-y-Deri as a village green with the exception of the land to the south of the footpath.
