Lacrosse NorthwestMens Open Rules
Summer League 2014
(Modified by Lacrosse Northwest & mens captains in Yellow)
US Lacrosse Men’s Division Post-Collegiate Club Council Short List of Recommended Rules of Play for 2009
*Pre-Game: Officials will meet with the designated captain/coach/team, (or chosen representative), and record their number and name, of each team; and have a coin flip if needed. Additionally, this will let the officials know who they can communicate with if there is an issue during the game; it is encouraged that the captains or officials call an officials time out if there is an issue of concern that needs to be addressed during the game. (see below).Speak to LaxNW staff if there is an issue.
GAME TIMES- 1) 8:15-9:2010 mins to warm up2) -930 -10:35
Game Time: 30 minute running time halves. Exceptions: the clock stops on all whistles during the last 2 minutes of the end of the game when the game is within 2 goals. Sudden Victory overtime periods are stopped clock.7 v 7 for 2nd overtime. 2 def, 2 mids, 2 attack.
Face-offs: NCAA “Down” “Set” <whistle> is to be used.Sticks are to be next to, but not touching the ball (same rule as prior to 2005). Gloves and the crosse can touch the centerline.
Penalty Time: Penalty time does not start until the whistle is blown to start play. Personal Fouls (1 min penalties) are to last 1min 30 secs running time and Technical Fouls will be 45 seconds running time.
Goalies will not serve penalty time unless, there is another goalie assigned to the team, or the time for a single foul, or the total time assessed for a foul and any additional fouls prior to the whistle restarting play after the penalty time for the first foul is assessed, is two or more minutes. The in-home serves the penalty, but the goalie’s number is recorded. A goalie is subject to fouling out as per Rule 5-11 and to expulsion as per Rule 5-13 or the other expulsion rules in these modifications.
For Mens club games officials will be “encouraged” to respect the ultimate rule of lacrosse to ensure the flow of the game and to call only severe penalties; also encouraged to “talk” to and warn players when they see excessive force being applied or about to be applied. Players will be encouraged not to shout out, “that was a slash/hold/ etc..and let the officials call the game; captains are responsible for communicating this to their team; only captains should communicate with the officials. (At half-time out players may respectfully ask an official a question). If there is an issue then the captain/coach can speak to the officials at half time or a time out. In extreme cases a captain can ask for a conference with official to discuss a pressing issue and to make sure that a rule is being applied correctly/not to question the call.
Restarts: Very quickrestarts, except goalie gets 5 seconds when he has legitimately chased a shot. If the goalie is out of his crease he is considered a field player and is not given time to return if the ball goes out of bounds; if the ball is turned over a quick whistle is used. When there is a time-serving penalty, restart shall occur after foul is signaled and communicated to scorers table (and both teams) and ball is set.
Dive rule: The Men’s club “dive rule” is used. If a player leaves his feet before entering the crease area and the ball crosses the goal line before a player lands in the crease the goal is good. If a player contacts the goalie it is a personal foul and the goal is waived off. Goalie safety is the ultimate responsibility of the shooter.
Expulsion from game: Officials must report to their assignor, the name and the number of any player expelled from a game for using racial epithets, receiving two “maligning of officials” fouls, or violating Section 13 of Rule 5 (Fighting). The assignor reports this information to the league; LAXNW.
Obscene language: Minimum of two minutes. The penalty time is non-releasable.
Time-outs: Live ball time-outs can be called with the ball anywhere on the field. 1 per half. Time will stop for 1 minute. No Time outs in last 5 minutes of the game.
Sudden Victory Overtime (5): Shall be 4 minutes in the length and the clock shall stop during all stoppages in play-the game is won on the first goal scored; (unless there is a time restraint due to field use after the game-see below)
2ndOvertime: Each team will play 7 v 7 with a goalie, 2defender, 2midfielder, and 2attack; substitutions may be made during play.
Face-off & Penalties: NCAA mechanic 3 v 2
Advancing the ball: NCAA Rules to be applied: 30 second clearing rule is in effect for all men’s games.
* Stalling: A stall warning may be given (see Rule 6, Section 11b), requiring the warned team to keep the ball in the attack area.
Automatic stall warning at end of 4th period: A team does have to “get it in” and keep it in the restraining area. Stepping out will result in a turn over.
Stick dimensions: NCAA or High school sticks are allowed. No box sticks. All hanging strings and leathers must be 2 inches or less.
Random stick check: Players are asked to respect the game and use leagal equipment.A captain/coach may call for a stick check, but personal equipment is not checked. Stick is removed from the game and the player is asked to not use this stick again.
Equipment: Palms of gloves can be cut out. Arm pads, shoulder pads, and mouthpieces are not required. Shoulder pads cannot be altered even though they are not required equipment.
Player substitutions: # of players
As per MY suggestion: If players are needed then hold a private draft of players wanting to play a second game. Please give priority to drop in players.
Players may drop in with only the permission of the captains and proper paperwork& $20 is filled out with Lacrosse Northwest. If a team does not have enough players to start a game they may start with less than 10 players or add players and accept a forfeit. (Unless the other captain and team agrees that it is acceptable to take on players with no consequence). If both team take on players there will be an impromptu meeting of the captains and a “draft” or agreement will be held.
If there is an injury and a player can not finish the season a player of “equal” or “less” talent may be substituted. This needs to be confirmed with the staff of Lacrosse Northwest and proper paperwork and payment need to be arranged.
Gentlemen Captains,
Will you review these rules for summer league please and give any input. These rules are from last year with modifications that we have agreed upon in 2014 If agreed upon please, please, communicate these with your players.
I believe that without coaches the pre game meeting will establish lines of communication between you and the officials. It is here that you can review the rules to make sure that everyone is on the same page. It is a little difficult for the officials especially if they ref high school, college, mens club, and now these hybrid rules. You all and many of the guys have played at a very high level and tourneys all across the country, (that have different and often very "liberal" interpretation of the rules and have different expectations than many of our Oregon officials; so lets help them out as much as we can.
I believe that this should address the concerns issued by the captains and players and will hopefully make the officials job a bit easier and more pleasant Re-laxed, Paul
