JOB DESCRIPTION

POSITION: Training Manager

DEPARTMENT/SITE: North Shore Career Center of Salem

ESSENTIAL DUTIES and RESPONSIBILITIES:

·  Assist in the supervision and coordination the daily activities involved in the operation of the local One-Stop Career Center.

·  Interpret and execute policies and procedures to provide WIA Title I services to eligible customers according to federal/state regulations and guidelines.

·  Manage and coordinate the flow of information and documentation to ensure that both the customers and vendors are being serviced in a courteous and expedient manner.

·  Conduct and review ongoing quality assurance analyses of goal attainment and procedural compliance for the Center’s various training activities.

·  Assist in program planning and policy development when appropriate.

·  Provide and/or schedule training for Career Center staff, as well as providing in-house training as necessary.

·  Interact and coordinate with other North Shore Career Center Managers, as part of an Integrated Management Team, to meet the various goals established in the Career Center’s Charter and to review and modify local guidelines for their achievement.

·  Review Case Plans to ensure completeness of Case Managers’ work in recommending customers for training services.

·  Assists individuals in understanding and overcoming barriers to employment. Evaluate the need for supportive services and arranges for the provision of these services following agency policies and procedures or through cooperative agreements with other human service organizations within the community.

·  Will work cooperatively with all partner organization Managers to provide seamless integrated management for all Career Center staff.

·  Will provide and encourage staff to engage in professional development.

·  Will evaluate staff using uniform EPRS process.

·  Will be actively involved in system wide managers’ meeting and CQI programs and initiatives.

·  Ability to understand and be sensitive to the needs of the economically disadvantage and dislocated worker

·  Must have excellent written and oral communication skills and be able to maintain detailed records on an automated and/or manual system

·  Ability to develop and maintain effective working relationships with others.

·  Ability to plan, schedule and execute all assigned duties effectively.

QUALIFICATIONS:

MINIMUM REQUIREMENTS: Applicants should have a minimum of a bachelors degree in public administration, social services, business administration or other related field, two years of supervisory experience in a professional business setting, experience providing oversight and management in an eligibility-based federally funded program, strong facilitation skills, conflict resolution, and proficient in Microsoft Office Suite, i.e. Word, PowerPoint and Excel.


ADDITIONAL QUALIFICATIONS:

In addition to meeting the minimum entrance requirements for this position, it is preferred that candidates have earned a masters degree in business administration, public administration, or related field; knowledge of workforce development system, i.e. knowledge of (WIA) Workforce Investment Act; (MOSES) Massachusetts One Stop Employment System; experience in federal contract management, contract administration; have knowledge and possess a strong computer background.

REPORTS TO: Career Center Executive Director

SALARY: $41,000 - $44,000 with municipal benefit package
