TheApril 14, 2015meeting of the Bruce Township Board of Trustees opened with the Pledge of Allegiance to the Flag. Trustee Steve Biroschik and Trustee Bob Harrison were absent. Highway Commissioner John M. Barton and Assessor Mary Sullivan were in attendance. The meeting was conducted by Mr. Henry Araujo as chairman and recorded by Clerk Sheryl Sedlock.

APPROVAL OF PRIOR MEETING’S MINUTES:

The first order of business was to read and approve the minutes from the March 11, 2015Regular Meeting.

TREASURER’S REPORT/APPROVAL OF BILLS

A summary of the bills was distributed for review. Trustee Jerry Christensen asked for details on the higher than normal bill for the VISA charge account. Assessor Sullivan retrieved the billing information and shared that the majority of the bill was for a new Computer Server and 1 new Desk Top computer for the office.

COMMITTEE REPORTS:

SUPERVISOR’S:

Supervisor Araujo reminded the board about the 2015 Education District Eventschedule that is highlighted in the Perspective Magazine. He noted that the session being held in Bloomington is coming up on May 21, 2015 and we must get our registration in for any Township Official planning to attend. Contact Assessor Sullivan as soon as possible if you plan to attend.

Supervisor Araujo reported that he was contacted by Streator Township High School students requesting support with a project they are doing in conjunction with their study of the Holocaust for English I class. They are attempting to collect 1.5 million paper clips symbolic of the 1.5 million Jewish children who lost their lives. Supervisor Araujo informed the board that Bruce Township sent in a contribution of 10,000 paper clips at the cost of $50.00 to assist the Streator Township High School students in meeting their goal.

Supervisor Araujo distributed copies of the proposed budget for the Bruce Township and the Road District for the fiscal year beginning April 1, 2015 and ending March 31, 2016. He asked the board to review the proposals and to come prepared to discuss them at the May Regular Meeting on May 13, 2015. He reminded the board that the final budget would need to be presented at a Public Hearing in June for vote and approval.

There was a brief discussion on the Certified Letter received from the LaSalle County Environmental Services and Land Use Department dated March 16, 2015 which announced the public hearing to be held by the LaSalle County Zoning Board of Appeals on April 15, 2015. The owner Thomas Masley is requesting a special use to construct a garage greater than 2,600 sq. ft., at property commonly known as 523 Golf Road, Streator IL. Anyone interested in this matter should plan to attend the public hearing.

Supervisor Araujo shared that he had received a request for donation fromMendota Area Senior Services, Inc. (MASS). He noted MASS provides transportation services to all of LaSalle County. He indicated that we had contributed towards the North Central Area Transit (NCAT) recently which provides a dedicated bus to the City of Streator. There was a brief discussion on the request for donation received from MASS. More information concerning the services being provided to the residents of Bruce Township is needed before any donation is to be considered. No action was taken by the board on this request.

HIGHWAY COMMISSIONER’S:

Highway Commissioner Barton indicated he is still investigating the best means by which to purchase a new dump truck for use in repair and maintenance of Bruce Township roads. He has contacted both the Illinois Joint Purchasing Program and the National Joint Power Alliance (NJPA) for estimates of cost for a comparably equipped dump trunk to the one the Township currently owns. He will continue to follow up to obtain more accurate estimates of the cost and will keep the board informed.

ASSESSOR’S:

Assessor Sullivan indicated that there were no new items to report to the board at this time.

TRUSTEE’S:

There were no reports offered by the Trustees.

OTHER:

There were no other reports presented.

REPORTS BY SPECIAL COMMITTEES:

HEALTH BOARD:

Supervisor Araujo reported that he has followed up on the property at 611 W. 3rd Street which was being monitored following complains last year of high grass, weeds and various other complaints. He noted that, although progress had been made last fall, there seems to have been a slowdown in progress at this property. The Health Board will continue to monitor the situation.

He also reported that a new complaint has been received concerning the property owned by Bruce Amell on Maplewood (PIN #33-32-103-004). The complaint indicates that there is a garage that is “falling in”, wood and lumber is scattered “all over” and there is non-functional car on the property. This complaint will be investigated and, if warranted, a letter will be sent to the property owner.

OLD BUSINESS:

The new security cameras have arrived. The new receiver has been put in place and the cameras will be installed as soon as the weather allows.

NEW BUSINESS:

There was no new business raised for discussion.
