MINUTES OF THE MEETING OF THE PARISH COUNCILHELD9th JULY2015

Present:Councillors, David Jones, Tony Andrew, Mike Padgett, Carol Robson (and latterly Ed Dawson and Ian White).

In attendance:District Cllr K Barker, L Kirkpatrick, I Sanders.

38/15TO ACCEPT APOLOGIES FOR ABSENCE

Cllr M Willis

Resolved that apologies are accepted.

In the absence of the Chairman, Cllr Carol Robson (Vice Chair) presided over the meeting.

39/15 DECLARATIONS OF INTEREST IN ITEMS ON AGENDA

Resolved that a general dispensation be granted to all Councillors to enable them to discuss any objections to planning applications.

40/15TO RECEIVE SUCH ITEMS THAT THE CHAIRMAN MAY WISH TO LAY BEFORE THE COUNCIL

a)CO-OPTIONS TO THE PARISH COUNCIL

Cllr Robson reported that the Personnel Committee had met on the 1st July to interview the three candidates who had applied to be co-opted to the Council. Following the interviews it had been Resolvedto recommend to the Council that Edward Dawson and Ian White be co-opted to Woolley Parish Council. Cllr Robson moved this action which was seconded by Cllr D Jones and unanimously agreed by a show of hands.

b)ACCEPTANCE OF OFFICE

Both Edward Dawson and Ian White signed the acceptance of office form and took their places as Councillors.

41/15TO CONFIRM THE MINUTES OF THE MEETING HELD ON11th JUNE 2015 AND PERSONNEL COMMITTEE OF 1st JULY 2015

Resolved that the minutes of the 11th June and Personnel Committee of 1st July 2015 be accepted as a correct record.

42/15TO REPORT ON MATTERS ARISING NOT ON THE AGENDA FOR INFORMATION ONLY

The Newsletter had been produced and it was agreed that Cllrs Robson and Dawson would arrange delivery to Woolley Grange and that Cllr Jones would organise delivery in Haigh and Woolley Village via the Church.

43/15TO AGREE THAT MEMBERS OF THE PRESS AND PUBLIC BE ASKED TO LEAVE THE MEETING FOLLOWING AGENDA ITEM 14

Resolved that members of the press and public be asked to leave the meeting following agenda item 14.

44/15TO RECEIVE THE POLICE REPORT

Cllr Jones introduced the Police written report. 16 hours had been worked under the Safe Scheme. No particular issues of concern. Residents must report to the Police 101 number when HGV’s were causing problems at the spoil tip as there had been no official complaints so far.

45/15TO UPDATE ON GROUNDS MAINTENANCE WORKS

The hanging baskets and troughs were all in place and looked exceptionally nice.

46/15TO DISCUSS FINANCIAL MATTERS

i)Approval for payment of accounts

ii)Approval of Quarter Balance Sheet

The quarterly balance sheet was presented by the Clerk.

Resolvedthat the balance sheet be approved and signed.

47/15 TO RECEIVE ITEMS OF CORRESPONDENCE

Items of correspondence were received and noted.

48/15TO DISCUSS PLANNING APPLICATIONS(item discussed after the District Councillors had left the meeting)

Reported that the application on the Briars went to committee and was approved.

Resolved that Cllr Robson would respond to WMDC on behalf of the Parish Council in relation to the footpaths on the spoil tip in accordance with her previously distributed email outlining the issues. Cllr Kirkpatrick to raise with the footpaths officer.

49/15TO DISCUSS PARISH MATTERS INCLUDING DISTRICT COUNCILLORS REPORT.

Cllr Kirkpatrick gave the report which covered fracking, devolution, electrification of the railway between Leeds and Manchester, Scarecrow festival in West Bretton.

a)Woolley Grange

District Cllrs to pursue the issue of the HGV sign on lamppost 5.

b)Haigh

Work was to take place on the railway bridge.

c)Woolley Village

The Play on the recreation ground had been a huge success raising somewhere in the region of £3,000 for the hospice.

Cllr Jones would speak to the owner of overhanging trees on Backhouse Lane in the hope these could be cut back.

50/15TO AGREE ITEMS FOR THE WEB SITE

Previous minutes to be placed on the web site.

51/15TO AGREE DATE AND TIME OF NEXT MEETING

The next meeting will be the held on Thursday 10th September2015at 7.30pm in The Village Hall, The Green, Woolley. Cllr Dawson tendered his apologies as he would be on holiday.
