1. Description of the Assignment

2. Background of the Programme

The European Union-Eastern Partnership Culture Programme 2015-2018 aims at further strengthening of cultural policies, particularly the Cultural and Creative Sectors, and to strengthen the capacities of the culture sector and the culture operators in the EaP countries. It also aims to increase the links between public institutions and private actors and to include civil society in the decision making process, thus enhancing the role of culture as a driving-force for reform, promotion of inter-cultural dialogue and social cohesion. The Programme consists of four main components: (1) Strengthening national capacities in evidence-based policy, (2) Capacity-building in support of modernisation and reform in the cultural sector, (3) Development of international collaboration opportunities and partnerships including through participation in the EU's new major grants programme Creative Europe and (4) Communications and visibility strategy.

The Programme is administered by a consortium led by the British Council with its partners: the Soros Foundation-Moldova, the National Centre for Culture of Poland, and the Goethe-Institut. A Technical Advisory Team based in Kyiv runs the day-to-day management of the Programme with a team of six Country Coordinators.

3. Assignment Objectives

In comparison with EU member states, governments in a number of Eastern Partnership countries have been slow to support creative industries as a potential engine for economic growth. Consequently the private and non-government sectors working in culture and creative industries often operate in a separate and parallel space.

Against this background, the purpose of the online course is to help cultural managers to think how their own organisation can develop a blend of skills around creativity and entrepreneurship, and promote critical and out-of-the box thinking and make connections between creativity, entrepreneurship and technology. Further the workshop will help them think about what will this mean for their organisations’ future approaches to finding new partners and income sources.

The expert will provide an international context on how crossovers are developed outside of the region. In total the E-learning Course Content Developer will write the content of the course and will participate in its filming in Kyiv.

4. Assignment Scope

  The E-learning Course Content Developer will deliver the content of the course and the multiple-choice test that accompanies it. For details about the course preparation see Annex 1.

  We expect the trainer during a visit to Kyiv in addition to the filming of the course to participate in interviews with national media and for the Programme web site and give a public lecture on their training topic to graduates at a local university. See more details in Annex 1.

5. Methodology, Approach and Main Deliverables

The E-learning Course Content Developer will:

·  Liaise with the Key Expert on Capacity Building on the overall content, exercises, reading lists and learning points of the course

·  Liaise with the Key Expert on Communications on how to best merge this content with the online platform

·  Develop their own existing training materials in an easily-accessible format and in a language that is easy to translate into seven languages.

The methodology should be sympathetic to the culture and creative sector. The application of a mixture of learning methods is required; including theory, practical tools and exercises.

The main deliverables should be informed by the needs of the cultural managers and the Programme’s agenda-setting workshop documents, which are available of the Programme’s website.

6. Reporting Requirements

Write a one-page summary of the main tangible outcomes of the assignment, and provide all developed materials to the Programme office in Kyiv.

7. Experts Profile

The European Union-Eastern Partnership Culture Programme 2015-2018 does not discriminate on the basis of age, race, colour, sex, religion, sexual orientation, or disability. Applicants must meet the following criteria:

1.  At least ten years’ experience of working in the EU countries in fundraising and building crossovers with cultural operators;

2.  Experience of developing and running training courses;

3.  The ability to communicate in English is required.

The British Council welcomes applications from experts based within the EaP countries.

9. Administrative Aspects

9.1. Conflicts of Interest

Applicants should confirm if there are any potential conflicts of interest relating to the assignment and any of their other professional or personal circumstances, in their covering letter. Should any conflict of interest arise which was known about but not declared at the time of the application, the British Council may terminate the contract.

9.2. Fees

The British Council will negotiate fees with the selected Expert after selection. This Programme is VAT exempt.

9.3 Invoicing

An invoice (using the format in Annex 4 to the contract) and timesheet(s) (using the format in Annex 8 of the contract) should be submitted to the British Council, by the 25th day of the month following the end of the assignment. For assignments falling across more than one month, separate timesheets will be needed, one for each month.

9.4. Financial record keeping

This work is part of an EU-funded Programme. This type of Programme is based on payment of verifiable, eligible expenditure. The selected Expert must ensure that all expenses claimed and receipts/documentation is in-line with the British Council’s requirements to enable it to fulfil the requirements of the EU as set out in Annex 3 to the contract.

10. Application Procedure

Applications must be submitted by e-mail to Victoria Dudko at no later than 24 hrs Kyiv time, 1st July 2016.

The application must include the following:

1.  A CV in English (preferably in the Europass format: https://europass.cedefop.europa.eu).

2.  A one-page cover letter in English, which:

·  provides concrete examples of how the applicant’s experience and skills meet the assignment (based on the listed criteria for the Expert profile);

·  provides information about two referees who can be contacted by the British Council;

·  includes a structure (up to 5 topics) and summary of the online course.

Please pay attention to the following:

·  References must be available on request.

·  All applications will be considered in strictly confidence.

·  The assignment cannot be undertaken by civil servants or other public officials of the Programme’s beneficiary countries, unless by exception and in relation to such individuals’ personal time.

11. Application Evaluation Criteria

All applications will be assessed against the advertised Expert Profile, proposed workshop structure. We aim to inform applicants of the results of their selection within one month. The British Council reserves the right to reject any or all of the proposals

Online learning concept

1.  Format

Each course will include 3-5 video up to 3 min each.

Courses will be subtitled and translated to all 7 national languages of EaP region.

2.  Additional learning materials

Experts are asked to prepare the following learning materials for the course

3.  Test

After each course participants are encouraged to pass the short test with options of answers.

4.  Certificate

After each course participants that successfully completed the test will receive automatically generated online certificate. The certificate will be e-signed by Team Leader of the Programme.

5.  Additional comments

The filming will take 3-4 hours in the studio in Kyiv. Outlook of expert is smart casual (the colour of cloth should not be white and should be without stripes).
