CAREER OBJECTIVE:
To provide specialized training regarding children with ADD/ADHD and/or executive function deficits to parents, educators, medical and mental health professionals, and social services workers in child welfare, juvenile justice, and vocational rehabilitation. To consult with state and local officials, parents, advocates, and other professionals to strengthen the educational and mental health service delivery system for people of all ages but with a special emphasis on children and their families.

Children’s Mental Health Consultation/Grants, Statutes and other Documents Written:
- Contributing author for CMHS grant for Gwinnett, Rockdale, Newton (GRN) Community Mental Health Center (Georgia) to develop a mental health system of care for children with serious emotional problems. Funded by Center for Mental Health Services (CMHS), formerly NIMH, for $7,000,000 July 1, 2000.
- Wrote CMHS grant for Gwinnett, Rockdale, Newton (GRN) Community Mental Health Center (Georgia) to establish CASSP infrastructure for a model system of care for children with serious emotional problems. Funded by Center for Mental Health Services (CMHS), formerly NIMH, for $200,000 effective October 1, 1993.
- As President of GRN Center Board, advocated with Georgia Legislature with Center Director and Board members for $600,000 for mental health services for children. (Awarded 1/94)
- Contributing author for monograph on children's mental health services for National Institute of Mental Health (NIMH), July 1992. (See Publications for details.)
- Reviewed State Mental Health Plans for Children for National Institute of Mental Health (NIMH) pursuant to P.L. 99-660. (9/91; 1/92; 3/92; 3/93; 4/93; 11/93)
- Presented NIMH/COSMOS training regarding development of the children's portion of State Mental Health Plans mandated by P.L. 99-660. (8/91; 5/92)
- Member NIMH/CASSP (Child and Adolescent Service System Program) grant review committee for children's mental health research/demonstration proposals. (7/91)
- Served as faculty for NIMH training for State Mental Health Advisory Council Members regarding implementation of new children's guidelines pursuant to P.L. 99-660. (4/91)
- Wrote West Virginia CASSP children's mental health research grant funded by NIMH for $250,000 effective 4/91.
- Drafted legislation for Georgia Rep. DeWayne Hamilton which mandated interagency coordination, reduction of out-of-home placements, and the return of children from out-of-state treatment facilities. Passed 1990.
- Authored INVISIBLE CHILDREN Report on youth in state hospitals and in out-of-state residential treatment facilities for the National Mental Health Association, 1988-89.
- Provided consultation to new CMHS Children’s Mental Health grantee, GRN Community Mental Health Center, in Lawrenceville, GA. (2000).
- Developed report for Supreme Court of West Virginia, Juvenile Justice Committee, regarding the present status of mental health services for children and adults, 1987.
- Consulting with West Virginia Office of Behavioral Health in long term project to develop model systems of care in four local communities, 1989-92 (on-going). Invited to serve on state level DHHR Children's Planning Committee.
- Facilitated development of West Virginia's P.L. 99-660 Children's Mental Health Plan by State Mental Health Planning Council. Wrote final state plan. (9/91; 9/92)
- Provided consultation for Florida Mental Health Institute (FMHI) to Alabama Division of Family and Children's Services pursuant to "R.C. vs Hornsby" Consent Decree. (91-92)
- Wrote resource development handbook for Georgia Department of Mental Health, 1986.
- Consulted with South Carolina Department of Mental Health. Provided four regional training sessions regarding individualized service planning and implementation of interagency committees. (93/94)
- Provided technical assistance at four sites in Arkansas regarding development of a system of services for children with severe emotional problems, 1989-90.
- Provided technical assistance to an interagency coalition in Colorado Springs, Colorado, regarding development of a system of services for children, 1989.
- Conducted assessment of children's mental health services in Syracuse, New York, developed recommendations for developing a system of services, and facilitated a community planning session, 1989-1990.
- Provided technical assistance regarding children's mental health services to a mental health center in Hattiesburg, Mississippi, through a grant from the National Council for Community Mental Health Centers, 1989.
Director, Mental Health Association of Georgia (1988-1989/part-time)
Directed activities of Association including policy development issues, conferences, and Federal Protection and Advocacy Program. Arranged site visit of Director of Governor's Commission on Children and Youth, Director of Governor's DHR Budget Office, and MH/MR/SA Commissioner with Bob Friedman, Ph.D., to see and discuss model mental health programs for children and seriously mentally ill adults.
Director, Florida Council for Community Mental Health (1980-1986)
Directed operation of statewide trade association with 65 agency members, 6,000 individual members, and $330,000 budget, including supervision of six staff. Membership and budget doubled approximately during six year tenure. Coordinated and advocated for all legislative budgetary and programmatic priorities, including Medicaid issues. Member of committee that developed Medicaid Rehabilitative Services Option and increased Medicaid payment rate. Drafted legislation. Worked closely with House and Senate leadership. Mental health funding doubled during six year tenure. Mental health insurance benefits were expanded through statutory revisions.
Jointly initiated Florida Mental Health Coalition (with Preston Garrison, formerly Director NMHA) which included AMI, MHA, Substance Abuse Association, state HRS officials, Psychiatric Society, and Florida Council. Initiated blue ribbon committees and state policy development conferences on children's and gerontology issues.
Initiated Florida's successful Bring Our Children Home campaign. Children under 14 are no longer placed in state hospitals due to policy changes. Invited to present Campaign to NMHA in Milwaukee in 1986. NMHA replicated campaign nationally as INVISIBLE CHILDREN project.
Administrator, Florida Child Welfare Services (1979)
Supervised 22 staff, developed long-range plans, policies, and administrative rules for protective services, foster care, adoptions, day care, EPSDT, and licensing of residential facilities. Developed budget issues, district allocations, surplus-deficit analysis, and budget amendments for $72 million budget.
Supervisor, Florida Children's Mental Health Services, (1978)
Wrote first continuum of care for children's mental health services in Florida, as chairman of task force studying emotionally disturbed youth. Wrote a report on Mental Health Services for Children - 1980. which included Florida's continuum of care for children at the request of legislative and DHRS leaders. Developed long range plans, rules, and budget issues governing children's mental health. Provided consultation to mental health centers and local HRS staff. Conducted statewide children's conferences.
Director, Children's Mental Health Services, ACMHS, (1970-78)
Consulted with classroom teachers as school psychologist from 1970-74. Appointed director of children's mental health services in 1974. Initiated specialized services for children. Began program with one staff. Four years later had approximately 15-20 staff and $300,000 budget. Implemented a continuum of care including a residential program, day treatment, preventive programs, in-home counseling, school based counseling, and a therapeutic camp. Provided individual, family and group therapy.
