(2)SEALED TENDERS ARE INVITED FROM THE OUT-SOURCING AGENCIES IN NELLORE CITY TO ENTER INTO THE AGREEMENT WITH THE UNIVERSITY FOR THE SUPPLY OF MAN-POWER TO THE UNIVERSITY, SO AS TO REACHI THE UNIVERSITY OFFICE AT 5.00 PM ON 10.01.2017

  1. In the G.O.Ms.No.151 Finance (HR-I-Plg & Policy) Department, dated 08-08-2016 it was stated as follows:-
  1. Government have reviewed the existing system and the guidelines issued earlier, After careful examination hereby issue comprehensive guidelines vide Annexure-I of the G.O.
  2. Government also revise the remuneration payable to the outsourced services as indicated in the Annexure-II of the G.O.. The revised rates are with effect from 1st August, 2016 payable in the month of September, 2016.
  3. All the Departments which are outsourcing services should strictly adhere to these guidelines..
  1. In the above G.O., No.,197, Finance (HR.I, Plg. & Policy) Department, dated 14-10-2016, Government have issued instructions to all the third party agencies supplying the manpower, Drawing and Disbursing Officers and Treasury authorities concerned to ensure payment of remuneration on the first working day of every month contract and outsourced personnel.
  1. In the said G.O., it was also instructed as follows:-

a)The agencies shall disburse remuneration to the outsourced personnel by first day of every month as instructed at para 3 (a) of the G.O.. In case of default 1% of total claim be levied as penalty for delay in payment beyond three working days. The penalty shall be recovered from the claim relating to the succeeding month.

In case of recurrence of delayed payments on more than three occasions, the agency shall be blacklisted. It is the responsibility of the officer who entered into the agreement with the agency, to ensure prompt disbursement by the agency to the outsourced personnel and to impose penalty otherwise.

b)The agencies shall not pass on penalty so imposed on to the outsourced personnel or deduct any amount from the remuneration other than the statutory obligations.

c)The existing contracts shall be revised duly incorporating the above penal provisions in the contract and a new contract shall be executed for the remaining period of the contract. The controlling authorities shall take prompt action in this regard.
