Scope Statement
You as a Signalling Maintainer, you will be capable of:
- maintaining or rectifying signalling systems and equipment
- completing integrity checks on your own work
- instigating testing where necessary
- identifying where independent testing is required.
Train control may include signals or some other method of authorising train movements; train detection may include track circuits or axle counters. The assessment should normally cover three of the four systems listed. Exceptionally the assessment may cover an applicant who specialises in a more limited range of systems, where an appropriate level of competence can be demonstrated

This licence meets many of competence requirements for EngTech, so if the applicant is also seeking EngTech registration it would cost effective in time if the additional competences were also assessed during the Competence Assessment using the “EngTech assessment checklist and application form for licence holders” contained in the last 3 pages of this checklist.

Requirements for completing this assessment checklist
This checklist may be completed entirely by hand or by typed entry in the “Personal statement”, “Workplace assessment” and “Competence assessment” boxes (including summaries). When typing, the boxes will expand to accommodate the length of the comments. When completing electronically, wherever possible embed the supporting evidence in the marked area; this can be done by clicking on “Insert” from the toolbar menu, then “Object” and on the dialog box select “create from file”, then “display as icon” and “browse” to insert the required file; alternatively hyperlinks can be inserted but they must link to an external data storage that can be passed to the assessor. If completing by hand, the boxes can be enlarged by inserting spaces prior to printing.
Self-assessment by the applicant
A self-assessment must be completed by the applicant in the box headed “Personal statement (how I meet performance requirements n.n)”.
Assessment requirements
The assessment requirements are defined for each of the performance requirements. Where it states “Evidence must include observed natural performance” this means that the assessor MUST observe the applicant’s performance for the criteria stated as part of the initial application and at renewal; the assessor should state where the observation took place and on what type of equipment the performance was observed. In cases where simulation is permitted, the applicant must still be observed undertaking these tasks even if this has to be on a test rig or in the training school when particular attention should be taken to replicate as far as possible the environment of the operational railway and the assessor should state how this was achieved. Just asking the question “What would you do if…” may indicate underpinning knowledge but it must not be used on its own since it is not a substitute for observing the applicant’s performance when carrying out the task.
Meeting all the performance requirements
Performance requirements are grouped together in boxes, each of these (not just the bold statement) must be met and in the context of the unit title.
Surveillance (after 5 years) - Workplace assessment is not required
In addition to their personal statements the applicant should provide supporting evidence that they have been carrying out licensable work satisfactory for the previous 5 years, cross referenced to relevant entries in their logbook or provide other suitable evidence. Where the previous 5 years has shown satisfactory performance, then observation is not required and the checklist can be completed by an approved competence assessor.
Renewal (after 10 years)
A single level of assessment is permitted by an approved competence assessor provided they are also approved to carry out the workplace assessment for this licence. In addition to their personal statements the applicant should provide supporting evidence that they have been carrying out licensable work satisfactory for the previous 5 years cross referenced to relevant entries in their logbook or provide other suitable evidence. The single stage renewal assessment must be carried out within six months of the category expiring otherwise both workplace and competence assessments must be undertaken. The “Work experience sheets” from the logbook must show that the applicant has been undertaking satisfactory licensable work over the previous 5 years. The competence assessor must observe the applicant’s performance where this is mandated in the assessment requirements where it states “Evidence must include observed natural performance” when the competence assessor should state how the performance requirements were met, including what was observed. For these performance requirements the competence assessor should use the larger workplace assessors box ensuring that all the workplace assessment criteria stated has been met
