BACKGROUND

Customer Energy Solutions (CES) at Seattle City Light (“City Light”), a department with the City of Seattle (“the City”),intends to release a separate Request for Proposal for the following two projects:

  • Demand Side Management Program & Tracking System (DSM):

Customer Energy Solutions (CES) division at City Light seeks to identify and implement an energy Demand Side Management Program & Tracking system to assist in managing customer and program information, store documents, expedite business workflow and implement tracking and reporting tools. This system will automate many business functions and provide a more holistic view of City Light’s Conservation efforts.

  • BuildingAnalytics Management System (BA):

This project will solicit proposals for the most appropriate Building Analytics Management System. The Customer Energy Solutions (CES) business unit has spent a lot of time and money developing information about buildings, completing energy analysis audits and energy efficiency projects. Unfortunately, viable and valuable information remains stranded and isolated within CES and is not available internally or to external business partners. The purpose of the Building Analytics (BA) system is to provide the tools to quickly ascertain program participation, what measures were installed where, how long ago, and who might benefit from participation in additional CES programs.

City Light prefers to acquire an existing system commercially available without major customizations, in use by other similar agencies in other jurisdictions of a similar size and complexity, and proven to operate effectively.

City Light likewise prefers to contract with a Vendor who has demonstrated long-term viability as a company and a long-term commitment to customers through regular product enhancements and on-going support.

***The DSM and BA projects are closely linked; therefore, these projects will be released at the same time. However, each project contains a unique scope, requirements, and budget. They will each be released in separate RFPs and may be awarded to separate Vendors***

A formal Request for Proposal (RFP) will be released for each project in mid-February.

Note: the RFPs will utilize City Light’s new Accelerated Procurement process. This process is substantially different from most traditional RFP processes. Vendors should be aware that City Light’s Accelerated Procurement process will require a unique approach to their proposal development procedures.

The Pre-Submittal Conference will discuss the Accelerated Procurement process in detail and provide proposal development training & recommendations for interested Vendors.

NOTICE OF PRE-PROPOSAL CONFERENCE

The City will be hosting a Pre-Proposal Conference related for interested Vendors. Interested Vendors are strongly encouraged to include a representative from their operations team (i.e. potential implementation team member(s) that would be assigned to the project if awarded).
