Position Overview

Under the direction of the Executive Director, this position is responsible for the coordination of the Authority’s affordable housing development activities, redevelopment, and the further expansion of the Authority’s non-profit affiliate. This includes organizing, developing, directing, and integrating all associated program matters in accordance with policies and procedures outlined by the Department of Housing and Urban Development (HUD), Federal, State, and local laws, rules and regulations pertaining to Housing Authorities. Work is performed under the supervision of the Executive Director and coordinated with other Authority Departments, but with a high degree of independence.

Duties and Responsibilities

1.  Responsible for planning, directing, and coordination of development and redevelopment activities for the Tuscaloosa Housing Authority (THA), ensuring compliance with Federal, State, and local regulations.

2.  Responsible for implementing and managing development activities, permit application, site/property selection and development, acquisition, financing development and construction, permanent financing and funding applications, feasibility analysis, and control of related expenditures.

3.  Responsible for the expansion of the Authority’s non-profit affiliate to include developing strategies to generate revenue for future development of affordable housing. Responsibilities include the coordination of board meetings and other business matters.

4.  Responsible for the Authority’s redevelopment activities to include coordinating the application processes and serving as contract administrator for a variety of professional services. Responsibilities include the following:

a.  Coordinates the financial activities related to THA’s various development activities and other special projects and the expenditure of funds to include THA staff and outside consultants.

b.  Prepares plans, statistical analyses, and reports to develop strategies and evaluate progress of THA’s development activities.

c.  Serves as primary point of contact with the Developer, third party consultants, City Officials, HUD Officials, and Community Partners.

d.  Assists in the development and implementation of relocation plans, as necessary, in accordance with the Uniform Relocation Act or Section 104(d).

e.  Compiles data and ad hoc reports and presentation of development related information to the community.

f.  Monitors and assists in establishing and updating total project budgets, including expenditures of funds, to ensure compliance with all applicable rules and regulations.

g.  Assists third party consultants and/or Developer with grant applications including, but not limited to: Disposition Applications, Low Income Housing Tax Credit Applications, Tax Exempt Bond Applications, Federal Home Loan Bank Applications, Mixed-Finance Proposals, etc.

h.  Other duties as may be assigned by the Executive Director.

5.  Research and recommend financial real estate development strategies for the THA. Strategies should include, but are not limited to mixed finance, low-income housing tax credits, HOME funds, CDBG funds, revenue bonds, private mortgage financing, and other financing approaches typically utilized in redevelopment projects.

6.  Review current housing and financial publications and conduct new housing studies, as needed, including needs assessments, market studies, financial pro-formas, and related supporting analyses.

7.  Coordinate preparation of applications for loans and grants available through state, federal, and local agencies.

8.  Collect, organize, and process data relative to servicing requirements of various bond programs, private mortgage companies, and governmental agencies.

9.  Coordinate the development of a strategic, long-term plan for THA to include proposed development and redevelopment opportunities.

10.  Assist in the preparation and administration of Requests for Qualifications and Requests for Proposals for development, professional, or technical services.

11.  Coordinate activities of fee appraisers, consultants, and legal counsel in the acquisition of property; interpret Federal, State, Local, and Housing Authority policies and procedures.

12.  Administer regulations pertaining to labor standards and equal opportunity according to federal guidelines.

13.  Organize and maintain control over filing of records related to real estate acquisition, disposition, site improvements and other development related activities; maintain controls over filing of property maps and construction plans.

14.  Keep informed of Housing and Urban Development, Federal National Mortgage Association, Government National Mortgage Association, Veterans Administration, Federal Home Loan Bank, and other agency regulations and maintain handbooks for loan servicing programs in which THA participates.

15.  Establish and maintain strong professional relationships with HUD officials, industry professionals, community partners, the City of Tuscaloosa, Tuscaloosa County, THA staff, etc.

16.  Perform job duties with limited supervision, work independently, and carry out assignments.

17.  Provide oral and/or written reports to staff, Board, etc., on an as-needed basis.

18.  Represent the THA in a professional manner by speaking at conferences, public forums, and committees for community outreach, program marketing, and other professional purposes.

19.  Coordinate the executive office concerning press releases/press conferences, etc., relative to development related initiatives or programs, etc.

Required Knowledge and Abilities

1.  Knowledge of property acquisition and disposition operations and all applicable HUD rules and regulations.

2.  Knowledge of equal opportunity laws and labor standards and their application to Housing Authority activities.

3.  Ability to develop, prepare, and submit fiscal budgets and federal funding requests for property purchase and building functions.

4.  Ability to coordinate activities of fee appraisers, consultants, and legal counsel in acquisition of property and in building functions.

5.  Working knowledge of real estate mortgage lending, underwriting, appraisal, and loan servicing.

6.  Working knowledge of current needs and requirements in the housing development and redevelopment field.

7.  Working knowledge of current construction and related costs, rental rates, operating expenses, and requirements in Federal and State assisted housing.

8.  Ability to gather, organize, and analyze data, and compile reports.

9.  Ability to coordinate complex development projects involving financing from public and private sources.

10.  Demonstrate ability to work in conjunction with real estate developers.

11.  Working knowledge of architectural drawings, site plans, etc.

12.  Working knowledge of agency goals, objectives, programs, and services.

13.  Working knowledge of community resources and development needs.

14.  Ability to utilize resources available to complete assigned projects.

15.  Strong analytical, written, and oral communication skills.

16.  Ability to supervise and establish and maintain effective working relationships with consultants, other employees, and the general public.

17.  Ability to physically operate personal computers, copiers, facsimile machines, telephones, and other common office machines and equipment.

18.  Ability to physically access existing properties or construction sites and to survey occupied or vacant land, as needed, to evaluate the feasibility of sites for development or redevelopment.

19.  Proficiency in the Microsoft Office Suite, with proven ability to learn and master new software.

20.  Ability to accurately perform basic arithmetic computations, including addition, subtraction, multiplication, division, proration, and estimation using numbers with decimals, fractions, and percentages.

21.  Ability to recognize problems, analyze causes, and propose solutions.

22.  Personal management, including time management, integrity, and ethics.

Minimum Education, Training, and/or Experience

This position requires graduation from an accredited four-year college with a degree in Finance, Real Estate Development, or related field from an accredited college or university is preferred; or any equivalent combination of education, training, and experience, which, in the sole determination of the Housing Authority, constitutes the required knowledge and abilities.

Experience in construction means and methods, mixed-finance development, public housing capital improvements, design and construction of multifamily housing, HUD programs, federal procurement, infrastructure projects, and property/asset management is desirable.

Five years of professional or technical experience in the banking industry, mortgage or real estate industry, financial accounting field, state, regional, or city development and planning, loan servicing, loan application assistance, or social service/social welfare.

Physical Requirements

This position is required to work in an office setting that is generally accessible to the mobility and sensory impaired. This position is also required to access facilities and units that may or may not be accessible to the mobility impaired. The incumbent must have the ability to utilize standard office equipment and access files and documents. The incumbent must have the ability to lift up to 20 pounds. Must be able to work while seated for extended periods of time.
