A RESOLUTION honoring Joyce Honaker for her accomplishments and service to the Kentucky General Assembly.

WHEREAS, Joyce Honaker has been in the service of the Legislative Research Commission since July 1, 1971, where she started as a research specialist, served as committee staff counsel, and legislative analyst before becoming committee staff administrator of the State Government Committee in 1977, a position which she has held to date; and

WHEREAS, Joyce Honaker's tenure has qualified her as having the longest continuous service with the Legislative Research Commission of any committee staff person presently employed with LRC; and

WHEREAS, Joyce Honaker's tenure has also qualified her as having the longest continuous service as a committee staff administrator of any committee staff person presently employed with LRC; and

WHEREAS, Joyce Honaker's tenure has been marked with the utmost professionalism and expertise in the many facets of her employment from bill drafting, research, and the redrawing of state legislative districts, to her skillful and thoughtful management style; and

WHEREAS, Joyce Honaker has distinguished herself not only through her service to Kentucky's General Assembly, but also through service to the nation's state legislatures through the National Conference of State Legislatures where she has received the NCSL Legislative Staff Achievement Award, Research and Committee Staff Section in 1997, and the NCSL Legislative Staff Achievement Award, Assembly on State Issues, Chair's Award in 2002; and

WHEREAS, Joyce Honaker's active service with the National Conference of State Legislatures has included serving as chair of the Research and Committee Staff Section, the State Government Issues and Organization Committee, and the Developmental Disabilities Task Force, and also through serving on the National Conference of State Legislatures Assembly on State Issues, the Legislative Staff Coordinating Committee, and NCSL's own Executive Committee; and

WHEREAS, Joyce Honaker has lent her expertise to nations around the world serving on the faculty for a parliamentary workshop in Namibia in 1996, for which service she was awarded the Legislative Research Commission's Distinguished Service Award, serving with three others conducting a workshop on legislative research for the staff of the Nigerian National Assembly in 2000, and serving as an intern with the Legislative Council of the Hong Kong Special Administrative Region of the People's Republic of China in 2002; and

WHEREAS, Joyce Honaker has declared that her retirement from the Legislative Research Commission staff is imminent;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives does hereby recognize, thank, and laud Joyce Honaker for her thirty-two years of excellent service to the Kentucky House of Representatives, which in turn translates to excellent service to not only the citizens of the Commonwealth of Kentucky, but also to the citizens of the United States of America through her active service in the National Conference of State Legislatures.

Section 2. The House of Representatives does hereby extend its most heartfelt best wishes to Joyce Honaker for all her future endeavors, knowing that each one will be as successful as her service to the Commonwealth has been.

Section 3. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to Joyce Honaker, Room 424, Capitol Building, Frankfort, Kentucky 40601.
