A JOINT RESOLUTION directing Kentucky's four-year public universities establish a competitive Eagle Scout Scholarship program modeled after the successful University of Louisville program.

WHEREAS, young men who earn Eagle Scout rank have performed many hours of leadership and service to others and other organizations outside the Boy Scouts; and

WHEREAS, the Eagle Scout rank is awarded to those individuals who demonstrate persistence, and who have demonstrated high principles and character; and

WHEREAS, the Eagle Scout rank is recognition of outstanding performance and achievement in a variety of areas; and

WHEREAS, only a small percentage of Boy Scouts earn the rank of Eagle Scout annually; and

WHEREAS, the Commonwealth of Kentucky needs to retain its brightest and most talented students in its public institutions;

NOW, THEREFORE,

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

Section 1. The General Assembly recommends that Kentucky's four-year public universities establish at least one (1) permanent and continuing competitive Eagle Scout Scholarship program modeled after the successful University of Louisville Scholarship program which rewards Eagle Scouts who achieve:

(1) High ACT scores; and

(2) A grade point average of at least 3.0 during high school; and who have during high school;

(a) Remained active in a Scout Troop, Explorer Post, or Venture Unit; or

(b) Remained active in the Civil Air Patrol; or

(c) Have earned Eagle Palms of the Scout Program or the Mitchell Award of the Civil Air Patrol.

Section 2. Up to fifty percent (50%) of the scholarships shall be made available to qualifying African-American youths.

Section 3. One (1) year from the adoption date of this Resolution, the presidents of Kentucky's four-year public universities or their designees shall make a report to the Interim Joint Committee on Education on the progress made toward designating at least one academic scholarship for a high-achieving Eagle Scout Scholarship.

Section 4. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to the presidents of the Kentucky four-year public universities.
