Capturing data at the origin is vital for both the Post and Customs, as the regulatory and commercial environment will demand this data to facilitate customs processes.
The questionnaire is divided into four parts:

[1] ITMATT (ITeMATTributes) messages carry customs declarations (CN 22, CN 23 and CP 72) between postal operators. CUSITM provides an electronic representation of the data specified on the paper forms CN 22, CN 23 and CP72. CUSRSP is the electronic "response" from Customs, indicating its decision and optionally providing feedback on information, security or tax/duty, or requesting additional information. Since March 2011, CUSITM/CUSRSP has been a joint standard message set by the UPU and WCO and compliant with WCO Data Model V3.
[2] "Private customers" are loosely defined as individual mailers usually sending C2C items, often for personal reasons. "Business customers" are mailers making larger or frequent shipments (B2C or B2B) in support of their commercial activity. Business customers often have an account with the designated operator.
[3] "Office of exchange" is an office designated by a country to directly exchange international postal items with a foreign office of the same kind, as per the relevant provisions of the UPU Convention and its Regulations.
[4]The purpose of question 5 is to determine your current capability to generate ITMATT for the various products and customer types, regardless of whether destinations are able to receive ITMATT.
[5]According to Standard 6.3of the Revised Kyoto Convention and the corresponding guidelines, "risk management" is defined as the systematic application of management procedures and practices which provide Customs with the necessary information to address movements or consignments that present a risk.
[6]This question is intended for future use as regards electronic advance data.
[7]For the purposes of this questionnaire, "personal data" refers to any information needed to identify a postal service user.
[8] For the purposes of this questionnaire, "non-disclosure agreement", also known as a "confidentiality agreement", refers to a contractual instrument aimed at defining the scope of confidential material, knowledge, or information that the parties wish to share with one another for certain purposes (but wish to restrict access to by third parties), including the relevant provisions applicable to the treatment of such confidential content.
[9] For the purposes of this questionnaire, "data protection agreement" refers to a contractual instrument aimed at dealing appropriately with personal data as defined above.
