ENERGY AND POWER GENERATION EXPERT

KEY QUALIFICATIONS:

Dr. Jamal Jaber is a highly educated, specialized and experienced senior energy specialist with more than 30 years of practical experience in the power and energy sector. He has an excellent knowledge of the Jordanian and nearby markets due to his past and long experience in the Ministry of Energy and Mineral Resources as Chief of the Central Energy and Environment Division, which enabled him to carry out designated jobs professionally and efficiently. He developed a special expertise in technical and financial issues of energy sources, operation and maintenance and implementation of energy and pollution control projects. Also he has a long experience in purchasing and procurement of technical supplies and governmental tenders for large projects because he served for many years as technical member in the central tendering committee in Jordan. In 2004, he worked as Technical Advisor for development of the energy and power generation sector master plan for Jordan, which included future energy and electricity supply and demand scenarios, the key strategic options, potential of new indigenous and renewable energy sources, future investment plan and environmental issues in the energy sector. In 2005-2006, served as senior consultant in conducting a comprehensive field study aiming to increase energy awareness and efficiency in all sectors of the national economy and finding out main barriers restraining the implementation of energy conservation measures. As part of this study, a comprehensive analysis of installing a combined heat and power system or a combined cycle plant for an industrial complex was conducted, with the main aim of increasing efficiency and reducing costs. This project was financed jointly between the National Energy Efficiency Program of Saudi Arabia and UNDP. Recently conducted a study to repower an old thermal power station and convert it into a combined cycle power plant. During last three years (2008-2011) Dr. Jaber worked in close cooperation with the Higher Council for Science and Technology to enhance efficiency of energy and water utilization in various industries in an attempt to reduce rates of emissions and increase their productivity and competitiveness as well as expanding applications of renewable technologies. Dr. Jaber participated in various courses related to thermal power, gas turbine technology, combined cycle systems and advanced energy systems.

Dr. Jaber worked in several projects with international consulting firms and donors, including World Bank, USAID, UNDP, EU, GTZ, JICA and Islamic Development Bank, in Jordan and the region. Thus, he has good understanding of projects developed and implemented by international financing institutions. He supervised many graduation projects and theses discussing renewable energy sources development, efficient water utilization in industry and expected environmental impacts in Jordan. Also he is the principal author of long list of technical papers and reports dealing with power generation, renewable energy applications, energy and water efficiency, pollution control, environmental impact and sustainable development. He is an active member in many technical committees in the Ministry of Environment, Jordan Engineers Association, Ministry of Public Works and Housing, and he is a charted registered engineer in Jordan Engineers Association and Arab Engineers Union as well as in the World Society of Sustainable Energy Technologies. Dr. Jaber is the founder and Chairman of Jordan Energy Engineers Association. Recently he was nominated as a permanent member in Jordan Green Building Council and he is in the board of the review committee of the green building codes.

Dr. Jaber is Registered Chief Consultant and Chartered Expert Engineer (Reg. No. 270) in fields of energy and environment al management, in Jordan Engineers Association and Arab Engineers Union, and a Certified Energy Manager, in Association of Energy Engineers (AEE ID # 74211), in USA.
