HB 214 amends various sections of KRS Chapter 15 to include Kentucky Vehicle Enforcement officers and designated officers employed by the Kentucky State Police to the list of police officers eligible for the Law Enforcement Foundation Program fund (KLEPF). The measure also amends KRS 15.460 to increase the annual amount paid to a unit of government from the fund for each eligible officer from $3000 to $3100.
FISCAL EXPLANATION/BILL PROVISIONS / ESTIMATED COSTThe fiscal impact of HB 214 on local governments is expected to be minimal. The measure increases, in statute, the amount local governments receive for their officers eligible for the annual KLEPF supplement from $3,000 to $3,100. There were 7,613 officers eligible to receive KLEPF dollars as of December 31, 2006. Historically, the supplement amount for eligible officers has been raised to $3,100 through the budget bill. The measure could result in additional funds for local governments if the $3,100 supplement was not specified in a future budget bill. In that case, HB 214 would result in approximately $761,300 in increased funds for local governments.
