NECL-Apply Leirvik Partnership (NEAL) is excited to be a part of the Hebron Topsides construction project through the Engineering, Procurement and Construction of the Hebron Living Quarters.

NEAL is committed to maximize the involvement of Newfoundland and Labrador businesses to participate in the supply and service requirements of our project.

NEAL's procurement processes will ensure:

1. Compliance with the terms of the Atlantic Accord Acts

2. Compliance with the terms of the Benefits Agreement between the Hebron Co-ventures and the Newfoundland and Labrador Provincial Government.

NEAL is inviting submissions of an Expression of Interest (EOI) for a potential opportunity to support the Hebron Living Quarters Project for the Supply of:

Pre-built “log” sauna kit. Construction entirely of interlocking, 38 x 140 mm tongue-and-groove sections of clear, kiln dried, Western Red Cedar, ship lapped at wall corners and secured by threaded compression rods extending the full height of the unit. Ceiling sections to slide into rabbetted top sections and interlock on all four sides. 2200 mm clear inside headroom. Complete with cedar corner trims.

§  Door and Frame: Pre-assembled door and frame of solid, clear, Western Red Cedar. 610 x 1855 mm door of 38 mm tongue-and-groove sections, secured by three full width internal draw bolts. Supply with 305 x 305 mm tempered safety glass window (style #12). Assembly complete with 1 1/2 pair stainless steel hinges, two heavy- duty, clear cedar door pulls and an adjustable nylon friction door catch.
§  Duckboard Floor: Clear cedar duckboards on flexible sleepers to cover the entire sauna room floor area.
§  Benches: Clear cedar benches of 38 x 89 mm section construction, pre-assembled to form two-tier, heavy-duty, full length benches along the shortest dimension on both sides of the sauna room. Include fascia boards, stiffeners, crosspiece supports and stainless steel screws for bottom fastening.
§  Heater: Commercial grade, CSA-approved, all stainless steel, wall hung sauna heater complete with igneous rocks. Provide a 60-minute timer-controlled thermostat for automatic shutoff and dual heat sensors. Include a heater safety guard for protection against accidental contact.
§  208V, 3 phase
§  Female sauna: 9kW, 25A
§  Male Sauna: 12kW, 34A
§  Lighting: vapour proof incandescent to manufacturer’s standard. CSA approved fixture.
§  Ventilation will be provided by NE-AL Sub-Contractor. Wood grilles suitable for six (6) air changes per hour shall be provided by Sauna Room supplier.
·  Accessories:
§  Provide a wooden sauna bucket and ladle for each sauna.
§  Provide one wall-mounted, aneroid thermometer for each sauna.
§  Provide four, solid cedar head/back rests.
§  Wall and Ceiling Heat Shields:
§  UL/ULC listed heat shields.
§  Black pebble finish.
o Sizes:
§  Ceiling shield: 915 x 1320 mm
§  Wall shield: 1167 x 1320 mm
§  Acceptable product: Stove Boards / Heat Shields by Imperial Group.
§  Ceiling shield: BM0131RC
§  Wall shield: BM0251RC
§  Include 300 mm spacer kit and screws for attachment.

The successful supplier(s) will be responsible to adhere to the project specifications and ensure that the offering meets the Hebron Project Requirements.

Expressions of Interest (EOI) Process

For major procurement opportunities:

1.  EOI's will be posted within the Procurement section of this website. Suppliers who wish to participate in the bidding process may send an email to referencing the package number of interest. The supplier must also clearly demonstrate their ability and experience related to the EOI.

2.  Suppliers will be required to complete a Prequalification Questionnaire (available on our Website; http://www.ne-al.com/neal/procurement.aspx ) to determine suitability to support the project requirements.

3.  Prequalified suppliers may be invited to provide bids as per a Request for Proposal (RFP) document. Bids will be reviewed and evaluated based on predetermined criteria.

Neither NEAL nor its affiliates shall be liable for any costs or expenses incurred by the bidder in connection with this EOI process whether or not a subcontract is awarded to, or any work is performed by the bidder. NEAL reserves the right to change or cancel this requirement at any time during the EOI process.
