SUBJECT: Change to Requests for Separation Processing by Using Electronic Mail (email)

1. Purpose. To provide Fort Campbell Personnel Managers with changes to Transition Center (TC) separation processes, effective 12 June 2017.

2. Background. The Fort Campbell Transition Center has historically required Soldiers to personally come to the TC to request separation orders. Once the order had been published, the Soldier was required to bring copies to their chain of command IOT allow the command visibility of the separation. In many cases, the command did not receive the separation order. The TC will now require unit Personnel Managers to submit requests for separation orders via email. The TC will email separation orders and a DD Form 214 Worksheet to the Personnel Manager and Soldier, allowing them the ability to track the separation and associated actions (awards, evaluations, FLIPL, etc.). Additionally, the S1 will now have the supporting documents needed to correctly update AEA codes in eMILPO to show Soldiers unavailable for assignment instructions.

3. Requirements.

  1. Email. All separations, including retirements, will be requested via encryptedemail using the following email boxes:

(1) All communication from the unit to the TC will be encrypted.

(2) The subject line of the email message will be the following standard: Unit, Rank, Last name, First Name, Type of separation. Example-1-327, SGT Schleppy Joe, ETS.

(3) There is no specific requirement for information in the body of the email other than a requested separation date for involuntary separations (Chapters). Units may use the body of the email to provide additional information.

(4) Once a separation order is published the order and DD Form 214 Worksheet will be sent via email to the Soldier’s enterprise (mail.mil) address, as well as the S1 representative that sent the original separation request. In cases where a Soldier is chaptered, the brigade legal office will also receive a copy of the email.

b. Unit Personnel Manager responsibilities. The Separation Request Checklist will serve as a guide for the S1 to check specific Soldier information and gather required documents. The Unit S1 will use the checklist to ensure Soldier information is complete and up-to-date. The completed, signed checklist will be attached to the separation request email.

(1) Any changes to a Soldier’s separation (extension, reenlistment, chapter date change, enrollment into the Disability Evaluation System) must be communicated to the TC via email as soon as possible.

c. Document requirements. The TC will research service time and any other requirements using iPERMS. The TC will also generate an ERB/ORB.

(1) Required documents will be sent as an attachment to the email requesting the separation. All documents will be in .pdf file format. Each attachment will be no more than 50 pages (ex. If a chapter packet is 150 pages, separate the packet into three attachments of 50 pages each).

(2)All requests will include, at a minimum, the Separation Request Checklist and Separation Order Information Sheet. Theseforms are available in fillable, .pdf file format from the TC and are also available at the TC webpage at:

(3) Chapter packets must contain a completed, electronically-signed DD Form 2648 (exceptions to this will be addressed by TC leadership). All other separating or retiring Soldiers must provide this document to the TC prior to out processing and receiving a finalized DD Form 214.

(4) Chapter packets must include the approving authority cover sheet signed by appropriate commander, plus any related assumption of command orders for the approval authority. All documents must be legible. Light/faded copies will not be accepted. Verify that the second side of any double-sided copies have been copied. Additionally, chapter separation packets require signed, debt avoidance counseling formsfrom the Finance Office located in Soldier Support Center, dated within 60 days of requesting separation orders.

(5) For Disability Discharge with Severance Pay and Disability Retirements, Soldiers will be initially notified of their approved separation and 90-day no later than date by TC staff via telephone and email. The separation date for these Soldiers is derived from the end date on the Soldier’s leave form. It is imperative that the unit S1 expedite the leave approval process for these Soldiers. The Soldier will provide a working leave form (signed by company commander), signed Medical Counseling Statement and Separation Order Information Sheet to the S1 to be transmitted to the TC within three duty days of notification of approved separation.

(6) For retirement application requirements, refer to the Retirement Application Procedures document available from the TC and located at

d. Timelines. The TC will publish a six-month loss roster and a 45-day loss roster monthly. The roster will be sent to the G1 who will disseminate to the formation. Orders for Soldiers will not be published unless a request is received from the unit S1. Requests for separation order will normally be processed and emailed within three working days of receipt.

e. Separation requests will be processed up to, and including the Soldier’s last day on active

duty. IOT prevent short-fuse actions, S1s should thoroughly review the six-month and 45-day loss rosters published monthly by the TC.

(2) Chapter separations will receive a separation date five working days from the date of publishing the order unless the Soldier resides in on-post housing. In this case, the separation date will be established 10 working days from the date of order publication to allow the Soldier and Family Members to clear on-posthousing.

(3) Chapter 10 separations (In lieu of trial by court martial) will receive a separation date three working days after publishing the order.

(4) The S1 may advise the TC of a specific separation date for all chapter separations. Include specific instructions in the body of the separation request email.

(5) In the event a Soldier being chaptered is unable to out-process on time, the separation date can be changed at the request of the unit. The S1 must request a separation date change via email to the TC email box in paragraph 3a. In the subject line specify chapter date change and the rank and name of the Soldier. The TC will process the change by revoking the original order and publishing a new version. The new order will be sent to the S1 via email.
