- Confirmation of Minutes
The Minutes of the Area Committee meeting held on the 22nd October2012 were confirmed on the proposal of Cllr. E. Cassidyand seconded by Cllr. B. Reilly.
- Reports
Housing Report
Ms Á. Bird, Area Administrator submitted the Housing Report to the meeting, copy previously circulated.
Roads Report
Mr. S. Carroll, Area Engineer, submitted the Roads Report to the meeting, copy previously circulated.
The members agreed to discuss this report in more detail under Item 3 on the agenda.
Sanitary Report
Mr. S. Carroll, Area Engineer, submitted the Sanitary Report to the meeting copy previously circulated.
Mr. Carroll informed the members that the works on the Oldcastle Sewerage Scheme had now commenced.
- To receive a report on the 2013-2016 Multi-Annual Road Works Restoration Programme and recommend to Full Council
The Roads Report was circulated to the members. Mr. S. Carroll, Area Engineer, explained to the members that the report detailed where the Council is going regarding current works.
The areas shaded in yellow details works completed, areas in blue are new road works to commence in accordance with a priority list and the area in black is where the Council intends to move onto these roads once current works are completed.
Mr. Carroll explained to the members that if the Annual Road Works Programme is agreed this may impact on the current schedule of road restoration planned.
Although this is a 4 year plan, there is scope to change the plan as the years progress due to pending weather and further detoriation of the roads.
The Kells Area did receive an increase in funding from the Department which has resulted in a net gain of €2.74 million, which equates to €680,000 a year which is about 17-18 extra kilometres of road.
There is no reason why Class 3 roads are not included in the programme by taking a balance approached i.e. 15-20% of Class 3 roads.

The following was raised by the members:
- Regarding any repairs being carried out to Class 3 Roads, residents/owners on these stretches of road should be issued with Hedge Cutting Notices as they share a certain amount of responsibility due to over hanging hedges preventing the roads from drying out after spells of wet weather.
- The Members agreed to move restoration works located at Coolnahinch forward from year 4, 2016, to year 1, 2013, with an estimated cost of work totalling €339,372.00. This would result in the allocation for Maperath for year 1 to be postponed to year 4, however, restoration works to the value of €165,171.20 would be allocated to Maperath in year 1, 2013. Proposed by Cllr. E. Cassidy and seconded by Cllr. O. Fox
The Multi-Annual Road Works Restoration Programme 2013-2016 was proposed by Cllr. C. Yore and seconded by Cllr. E. Cassidy to be recommended to the full Council.
- Any other business raised with the permission of the Cathaoirleach.
The following issues were raised by the members:
Cllr. C. Yore – Kilmainham Lane – will the potholes be patched before Christmas.
Fosterfields Athboy – what is the update.
Cllr. JV Farrelly – Kilmainham Lane – request land owners to cut the hedges.
Cllr. O. Fox – Additional signage around the County – what budget is this coming from
The Area Manager informed the members that this additional signage is from Bord Failte, Boyne Valley Drive.
