Subject:GRANT OF MEDICAL ALLOWANCE TO RETIRED ARMED FORCES PENSIONERS

Dear Sir,

This is with reference to Finance Division (Regulations Wind)’s OM No. F-16(1)-Reg.6/2010/778, dated 5th July, 2010, whereby all categories of retired pensioners were authorized medical allowance except Armed Forces retired pensioners.

  1. I would like to bring it to your kind attention that ranks and files of Armed Forces personnel actively participated in the 1965 and 1971 wars. Some of them retired in the Seventies while others in the Eighties and Nineties. The increase in pension @20% before 2000 and 15 after the year 2000 is not justified. This should have been as before 1980, 1990, 2000 and so on. The number of those who retired in the Seventies and continue to survive is very limited. While most of them have passed away, those left behind are now more than eighty year of age. Then their pay and pension were in the hundreds not in thousands.
  2. In this old age, they need more medical cover than their counterparts in other departments. Besides, they are also to compete in the market with others. Being the Mother Organization, all such living pensioners are looking to GHQ with the hope that it would look-after their interests by giving them full attention.
  3. The retired personnel are entitled to medical treatment in Services hospitals i.e. MH, CMH and FFH. However, since a decisive majority of such pensioners hail from rural areas, it is neither economical nor within their reach to come to these hospitals for outdoor treatment.
  4. In view of the foregoing, it is requested that the case for grant of Medical Allowance may be taken up with the quarters concerned for consideration.
