MINUTES OF THE MEETING OF THE COMMUNITY COUNCIL HELD IN THE BEN CLEUCH CENTRE, TILLICOULTRY ON9th SEPTEMBER 2014

PRESENT :-Ian Millar, Ewart McAuslane, Elma Mitchell, Robert McClelland, Ian Gordon, Billy Sheppard, Claire McKay, Melanie White .

IN ATTENDANCE: -PC James Miller, Cllr Drummond, Cllr McGill, Cllr Balsillie & 3 Members of the Public

CHAIRPERSON’S REMARKS

Chris is still unwell and therefore Robert McClelland chaired the meeting. The meeting was opened and everyone was welcomed. Best wishes are sent to Chris for his recovery.

MINUTES OF LAST MEETING

One amendment was requested to note that Billy Sheppard’s apologies were submitted for last months meeting. With this amendment the Minutes were proposed by Elma Mitchell and seconded by Ewart McAusland as a true reflection of the proceedings. There being no objections the Minutes were accepted as a true record.

POLICE REPORT/PACT

We were fortunate to have residents of Devonside in attendance who came to share their issues around speeding, parking and antisocial behaviour in and around BirdieBridge. PC Miller confirmed that the recent antisocial behaviour and vandalism to cars resulted as youths were ejected from a party at a property in Coalsnaughton and made their way to Devonside where the incidents subsequently took place.

Residents shared details of continued issues as detailed above. Cllr Drummond will continue to liaise with Roads Dept at Clacks Council re traffic volume issues/parking provision.

TCDCC agreed unanimously that the issue of speeding and antisocial behaviour should become a PACT priority. PC Miller agreed to this and will ensure that this is implemented. TCDCC asked the Devonside residents if they could attend subsequent meetings to keep the group updated on matters.

A Police Consultation questionnaire was handed out and it should be completed and handed in at Ben Cleuch Reception.
Police Scotland will be policing Ryder Cup and Independence Referendum.

Issueover needlesinToilets at Murray Square.Issue appears to have subsided.As a further measure, an Ultravoliet light will be installed in the toilet – this prevents people from injecting as their veins are not visible in that light.

TREASURER’S REPORT

The general fund of TCDCC stands at £3835.69

The Over 70’s fund of TCDCC stands at £1860.28

The Tillicoultry Gala Fund stands at £6769.07

The Tillicoultry Christmas Lights fund stands at £991.92 (approx.)

SECRETARY’S REPORT

Ian Gordon said that most of the Report was already in the Public Domain.

There was an invitation to the AGM of Paragon Housing Association. It was agreed that as Ian Gordon could not attend, no representative would attend. There was a query aboutwhether or not there was any Paragon housing in Tillicoultry.

Post meeting note: There are several Paragon houses in Tillicoultry because of which the CC is invited to the AGM.

The next Community Safety meeting will be held on 19th September 2014 in the Board Room at the Hub. Ewart McAuslane would attend instead of Ian Gordon who would not be available.

There was no one available to attend the meeting on 16th September of the Community Health Partnership.

There was an email sent around regarding the Community Empowerment (Scotland) Bill.

A reply had been received from CI Stephen Sneddon regarding Police representatives attending the CC meetings. He is stuck with the system and will do his best for our community.

An email has arrived which states that it is time to rebuild democracy in Scotland but it does not say how it can be done.

A letter or email will be sent to Clackmannanshire Council regarding the Plattfoot Plaque stating that the CC would support the plaque being as near as possible to its original position on the building and that the Municipal sign on the building should be repainted.

No matters of issue.

SOCIAL COMMITTEE

Community Week – Claire updated the Community Council on what a success this year’s event has been. Great feedback was received from the wider community with events being well attended. Tilly in the Park was another great event with a huge turnout. Hillfoots Rugby Club also received complimentary feedback on the Golden Oldies Tournament and Beer Festival. The French Twinning guests thoroughly enjoyed their visit too. Many thanks to Clackmannanshire Council and Cllr Drummond for their support which to be honest, really helped shape the activity plan over the week. Many local businesses and individuals gave up their time and talents to make this happen and made donations when asked. The organising group are grateful for their assistance.

Robert wished to minute thanks to all the Community Week Organisers for their hard work in making the event such a great success.

Gala Committee – Ian Millar advised that we need a new Gala Coordinator. A date for a gala meeting will be issued in the next few weeks. As always, volunteers are always welcome to join the group and should contact TCDCC to help out if they can.

Over 70’s – Marion Penman and Nancy Dawson very kindly helped oversee the trip this year for which TCDCC are very grateful. As Paul McCormick is no longer on TCDCC we need someone to organise this in future years. Ewart will approach Marion and Nancy to ask if they would be willing to take on this group.

Tillycoeur – Claire advised the visit by our French guests over Community Week was another great success. 30 guests, including 15 school kids, were welcomed, hosted by local families and had a weekend of activities from Tilly in the Park, ten pin bowling, Community Week activities etc. Many thanks are given to these host families, supporting locals, Tilly Golf Club, Lodge Ben Cleuch, Clackmannanshire Council, The Woolpack Inn and The Tartan Juggler.

COUNCILLOR’S REPORT

Cllr Balsillie

Again wished to give thanks to the Tilly Community Week Team for organising such a great week.

Mill Glen – there will be a meeting with consultants with regards to proposals for the Glen to resolve health & safety issues. This should be brought back to Council within the next month and an update may be available by next meeting.

Alva Glen CPO was not upheld in Councils favour by Scottish Ministers. The building is currently being demolished by new owners and flatted dwellings are proposed for the site. The funding that Clacks Council were due to receive for affordable house building on this site will hopefully be able to be transferred and that is being looked into. The funding should then in theory be available to the next project on the list which is in fact the former Community Centre site in Tilly. This area was zoned for housing in the Local Development Plan.

The Council continue to work on the budget challenges and 7million pounds will have to come out in the next year. Public consultation will form part of that process.

Alva Illuminations happen on Saturday 13th. OLE is closed due to a fire and there will be a forthcoming meeting of the board to decide what action should be taken re the future of the centre

Cllr Drummond

Municipal Buildings Signage & Plaque – discussed with TCDCC and the overall consensus was that the plaque should be restored to its former place but at the end of the wall at the building rather than right outside the front door of one of the new residents. Action – Secretary to write to Clacks Council to express this and also to request that they consult with residents for their opinions.

Street Sweeping – issues were raised over effectiveness at last months meeting. Cleaning schedule in place.

Public Toilets – the cost effectiveness of these were being looked at but there is a great saving in the new style toilets.

Community Development Fund is open to applications – Suggesting that Hillfoots Rugby Club look into this fund to help finance their future projects which create community opportunities for all.

CPO Alva Glen and Mill Glen, Tilly – again reiterated Cllr Balsillie’s previous comments on this matter. ACTION – Robert has requested that a project time-line be brought back to TCDCC.

Billy asked about the former Wilsons Nursery site – officers are dealing with looking at leases etc and the conifers have been removed meantime.

Cllr McGill

Again reiterated the budget issues that the Council are facing.

Sport & Leisure Review – being undertaken to look at strategy going forward and that we should recognise the outstanding work that Clackmannanshire Sports Development Team do.

AlvaGlenHotel – being demolished but there is a ‘roundel’ for Clacks Cycling Association that needs to be removed from the site and a new ‘home’ to be found.

Tic Toc – an application for Heritage Funding is to be submitted

Tillicoultry Parish Church – Ewart advised that there is a proposal to set up a CommunityGarden in the Orchard at the Church. In principle, TCDCC support this idea but further details will be given to us and the wider community as the project develops. It was agreed that this would be a positive addition in our community.

The next meeting of the Community Councilwill be the AGM followed by an ordinary meeting andwill be held in the Ben Cleuch Centre at 7.00pm on14th October 2014.
